The London Borough of Harrow is looking for a Housing Assurance and Engagement Manager to lead the Housing Assurance and Engagement function within the Insight & Housing Strategy service. This service provides vital oversight of compliance with the statutory and regulatory framework governing registered providers of social housing, ensuring that the council continues to meet its obligations while delivering services that place residents at the heart of decision‑making.
The postholder manages and develops a team of five specialist leads covering resident engagement, housing strategy and partnerships, communications, regulatory assurance, and housing policy and projects. Through strong leadership, the Housing Assurance and Engagement Manager ensures that each area contributes effectively to a cohesive and forward‑looking approach to assurance, compliance and resident involvement across Housing.
A key focus of the role is providing strategic oversight for the development and implementation of housing policies, projects, engagement strategies and communications activity. This includes championing innovation, embedding service improvement and maintaining alignment with the council’s broader strategic priorities and regulatory expectations. The role leads on initiatives designed to strengthen governance, transparency and accountability, ensuring that residents’ voices shape service development and that the council continues to operate in a robust, compliant and resident‑centred manner.
Working collaboratively with Housing services, wider council departments, elected members, statutory partners and the voluntary and community sector, the Housing Assurance and Engagement Manager plays an essential role in supporting a culture of continuous improvement and ensuring that Harrow’s housing services remain responsive, trusted and compliant.

- Strong leadership and people management skills, with experience of managing multidisciplinary teams.
- Excellent communication, influencing, and stakeholder engagement skills.
- Ability to manage complex projects and competing priorities under pressure.
- Strong analytical and problem-solving skills, with experience of using data to inform strategy and improvement.
- Ability to build and maintain effective working relationships across all levels of the organisations and externally, with a range of stakeholders.
- Proficiency in Microsoft applications, systems and other business tools.
- Effective written and verbal communication skills that include persuading, influencing, negotiating, informing, explaining, listening and understanding, for a range of audiences.
- Educated to degree level or equivalent, or with substantial relevant experience.
- Level 4 Housing Management Qualification or willing to undertake this.
