Overview
The London Borough of Harrow is seeking an experienced and detail-oriented Clerk of Works/QS - Repairs to support the effective delivery of housing repairs and maintenance services across the borough. This important role is responsible for carrying out robust quality and commercial assurance checks against applications for payment submitted by service delivery partners working across a diverse portfolio of housing works, including general repairs, mechanical and electrical repairs, void properties, disrepair cases, and damp and mould remediation.
The successful candidate will ensure that all works are fully evidenced and delivered to the highest standards of quality, safety, compliance, and value for money. They will scrutinise payment claims against agreed schedules of rates, providing assurance that expenditure is accurate, justified, and aligned with contractual requirements.
Acting as a key commercial authority within Housing Services, the postholder will provide professional oversight and assurance to service managers and budget holders across multiple programmes, ensuring that housing assets are maintained effectively and that services deliver both quality outcomes and commercial value. This specialist position requires strong technical knowledge, sound professional judgement, and the ability to make independent decisions while influencing stakeholders across a range of services to drive high standards and continuous improvement.
About You
The successful candidate will have:
- Experience working in or advising within a public sector setting, ideally in housing, local government, or social housing.
- Experience handling complex commercial cases
- Ability to interpret technical information and apply it in operational contexts
- Strong analytical and problem-solving skills
- Excellent communication skills, in different formats and for different audiences.
- Ability to influence and support colleagues without direct line management
- Ability to manage multiple tasks and deadlines, work independently, and prioritise under pressure.
- Good IT skills and familiarity with common systems (Microsoft Office suite, document management, database systems).
