The London Borough of Harrow is seeking an empathetic, highly organised, and collaborative Best Start Inclusion Practitioner (BSIP) to join our evolving Family Hubs network. This exciting role sits at the forefront of Harrow’s Children’s Reforms Programme, including the Families First, Best Start Family Hubs, and SEND reforms.
Working at the sharp end of early intervention, the postholder plays a vital role in improving outcomes for children aged 0–5 by ensuring those with additional or emerging needs receive the right support at the right time. Operating within a dynamic multi-agency system alongside health visitors, speech and language therapists, and early years providers, you will deliver practical, evidence-based interventions, advice, and inclusive group sessions within community settings.
The role focuses on reducing escalation to statutory services through robust early help, meaning you will be responsible for the assessment, planning, monitoring, and review functions for all allocated families. Additionally, you will build sector capability by supporting inclusive practices across local early years settings, helping education practitioners build confidence while contributing to smoother transitions into primary school.

About You
- Excellent communication skills with families and professionals
- Strong recording and safeguarding practice
- A flexible, proactive approach to working in hubs and community settings
- Has a strong understanding of child development (0–5) and early identification of additional needs
- Has experience delivering direct work with families, building trust and achieving outcomes
- Is confident working across a multi-agency environment
- Can assess needs, provide practical strategies, and support families to access services
- Is committed to inclusive, culturally responsive and trauma-informed practice
- Has experience working with children with a range of additional needs (e.g. speech and language, ASD traits, developmental delay)
Essential requirements
- Level 3 qualification (or above) in early years, SEND, child development, education, health or a related field
- Ability to travel across Harrow to deliver services in Family Hubs and community locations
- The post is subject to enhanced DBS disclosure.
