The London Borough of Harrow is seeking a Deputy Head of Building Control to manage the Building Control team in the regulated environment under the Building Safety Regulator. This role supports the Head of Building Control by overseeing over 1,500 annual Building Regulation applications, including pre-application meetings, fee management, and application processing.

The Deputy Head will ensure high-quality service delivery, manage substantial capital investments of £1 billion annually, and contribute to Council-wide initiatives. Responsibilities include delivering a high-quality Building Control Service, managing budgets of £1 million in revenue and multimillion-pound work programmes, and collecting the Building Safety Levy. As the Principal Technical Advisor on Building Control matters, the Deputy Head will ensure compliance with relevant legislation and manage the scrutiny and inspection of complex and high-risk building projects. This high-level position also deputises for the Head of Building Control, providing essential support and leadership.

About You

  • An understanding of the Council's Equal Opportunity policy in relation to employment, and an awareness of the implications of that policy for this job.
  • A detailed working knowledge of current complex Building Control practice procedures and legislation.
  • Strong negotiator with applicants and developers in order to achieve compliance with statutory requirements.
  • Minimum four years working in a Building Control office with experience of checking applications and carrying out site inspections with limited supervision.
  • B/TEC Higher Nat/ABE/RICS or equivalent.
  • To have achieved Class 3 & 4 as a Registered Building Inspector on the Building Safety Regulator Register.
  • Firm commitment to quality assurance meeting BSR Targets/KPIs/OSR.
  • Experience of managing multimillion-pound work programmes within the Building Control Speciality.
