Reporting to: Commercial Manager – Reporting lines and direct line manager may change at any time.
Typical Working Hours: Monday to Friday, 8:30am to 5:00pm
Main Objectives:
- The control and management of all development costs from the original budget to final accounts and development completion.
- The procurement and management of the supply chain to minimise development costs to ensure value for money and cost effective, quality and timely construction.
- Control of all Site Costs.
- Prepare and issue Tenders, procure subcontractors and place subcontract packages to meet build requirements in line with Company policy and procedures.
- Identify value engineering opportunities throughout the life of a development.
- Utilise the Company’s payment system to make sub-contractor payments in line with Company policy and procedure.
- Production of Site Budgets.
- Report on expenditure/CTC across subcontract, material, technical, prelims, sales and marketing and customer care.
- Report on revenue to include management of sales instructions in regard to customer extras and sales incentives.
- Complete and report monthly CVR’s.
- Identify and report on risk and opportunity.
- Ensure monthly Client claims are completed and submitted for payment in line with Company policy and procedure.
- Ensure project specific KPIs are met.
- Create good working relationships both internally, with clients and our supply chain.
- Preparation of final accounts.
- Attend site on a regular basis.
- Attend site project meetings and Client meetings for affordable housing.
- Management of records on our internal IT system “Procore”.
- Monitor Standard House Type Costings.
Duties and Responsibilities:
- The role of the Quantity Surveyor is to have overall control of all costs associated with the Construction of the project to bring best value for money, ensuring a cost effective, quality build to a timely and safe construction.
- As part of this you will be responsible for the Procurement and payment of Subcontractors ensuring placement of robust orders to minimise variations and site losses.
- Undertake the monitoring and reporting of land, subcontract, material, technical, prelim and sales and marketing costs for the preparation and reporting of Monthly CVR’s to monitor and Forecast site costs.
- Identify value engineering opportunities throughout the life of a project.
- Form good working partnerships with suppliers.
Material Purchasing:
- The role of the Buyer is procuring all materials not supplied by Subcontractors but required for the build. These include, Bricks, Blocks, Joists, Trusses, etc.
- You will report as part of the CVR process on Material Costs, challenging losses and to produce monthly Material on Site checks, plant and waste reporting for inclusion in the monthly CVRs.
Health, Safety and Environment:
- The Site Management team are responsible for safe execution of all works in accordance with current legislation and Company procedures.
- To carry this out you will ensure during the Procurement process full compliance in obtaining Risk and Method Statements for all subcontractors and the issuing of the same to the Site Management team.
Communication and Collaboration:
- You will make regular visits to site and build relationships with the Site Management teams making sure that they have sufficient Labour Strengths and resources to carry out the developments.
- You will undertake monthly reviews of associated budgets and costs to date for inclusion with CVR.

Monitor and Feedback on Performance:
- Attend annual and interim Performance & Development Reviews.
- Take responsibility in the production and reporting of Monthly CVR.
- Ensure compliance in monitoring Waste Management on site.
- Ensure management of Site Preliminary cost and monitoring and reporting as part of the CVR process.
- Ensure management of land, Technical and Sales cost and monitoring and reporting as part of the CVR process.
Commercial Core Documents:
- Ensure all aspects of Surveying are carried out fully in accordance with the Commercial Documents.
- Follow Guidance on how all orders should be placed to ensure the best interest of the business are covered.
- Always represent HarperCrewe professionally in both personal appearance and conduct.
Scope of Role:
- You will be expected to take ownership of all elements of a project, to include Tendering, managing the procurement tracker, appointment of all subcontractors, monitoring against viability, completion and reporting of all costs within the monthly CVR, Final Accounts, instruction of customer care works, monitoring sales revenues and instruction of customer extras.
- Proactively drive communication and problem solving.
- Assist in value engineering meetings to reduce site costs.
- Carry out any other reasonable tasks in accordance with operational needs as requested by your managers.

- Internally: CEO, Construction Team, Commercial Team, Financial Team, Sales & Marketing Team, Pre-Construction Director, Technical Team, Fellow Site Management and Admin Support Staff.
- Externally: Clients, Consultants, Third Party Designers, Sub-Contractors, Statutory Bodies, Affected Residents.
Qualifications and skills:
- Required: Relevant Quantity Surveying related qualification.
- Must be IT literate beyond the use of emails and or MS Office.
- Desired / knowledge and experience or use of the following beneficial:
- Mac OS operating system
- Microsoft Office Suite – In Particular Excel
- Eque 2 Cost Management (Housebuilder)
- Procore
- Full driving licence and Vehicle - Essential
- CSCS Card
- SEATS – Site Environmental Awareness Training Scheme
