The Role
As a Pre-Construction Quantity Surveyor, you will ensure the commercial and contractual success of Harmony's fire protection and wider M&E projects. You'll take ownership of cost planning, contract management, and commercial reporting during the pre-construction phase, while also supporting the delivery team through seamless project handovers. This is a role for a QS who understands the technical demands of M&E and fire safety packages β from sprinkler systems and alarms to integrated mechanical and electrical works β and can balance that with sharp commercial judgement.
Key Responsibilities
- Develop and manage detailed M&E cost plans covering labour, plant, and specialist fire protection materials
- Evaluate and compare M&E subcontractor quotations, challenging assumptions and ensuring compliance with specifications
- Draft, review, and administer contracts (JCT/NEC) with a focus on M&E scope and deliverables
- Manage valuations, variations, change control, and applications for payment throughout pre-construction and handover
- Provide commercial risk assessments specific to M&E packages (supply chain dependencies, compliance standards, design changes)
- Support technical design reviews, ensuring cost implications are captured and communicated
- Collaborate with designers, engineers, and project managers to produce commercially viable solutions
- Lead commercial input during client meetings, progress reviews, and contract negotiations
- Mentor junior team members (estimators/surveyors), embedding Harmony's methodology
- Deputise for the Pre-Construction Manager when required
What We're Looking For
- Proven experience as a QS within M&E, building services, or fire protection (essential)
- Strong knowledge of M&E systems, fire safety compliance, and buildability considerations
- Solid understanding of contract law and frameworks (NEC, JCT)
- Strong financial and analytical skills with the ability to track and report on M&E project costs
- Confident negotiator who can manage complex subcontractor packages and justify commercial positions
- Detail-driven, with a proactive approach to risk and problem solving
- Ambitious and resilient, with the drive to grow into more senior pre-construction leadership
