We are looking for a Pre-Construction Manager to lead our M&E pre-construction activity in London — owning the full bid process from enquiry through to submission across fire alarms, emergency lighting, sprinklers, and associated M&E fire safety works. Reporting to the Head of M&E Pre-Construction, you will take full responsibility for the quality, accuracy, and competitiveness of everything that leaves your desk.
This is a commercially focused leadership role. You will manage and develop the M&E pre construction team in London, work closely with our estimating, design, procurement, and delivery teams, and build the client and consultant relationships that drive Harmony’s M&E growth across the capital.
Key Responsibilities
- Lead and own the M&E pre-construction function in London — managing the full bid lifecycle from initial enquiry, through take-off and pricing, to submission and post tender negotiation.
- Produce and sign off high-quality, competitive tender submissions for M&E fire safety works — including fire alarms, emergency lighting, sprinklers, and associated systems — ensuring every bid is accurate, compliant, and compelling.
- Manage and develop the London M&E pre-construction team — setting standards, mentoring estimators and coordinators, and building a high-performing function.
- Work closely with the estimating and design teams to ensure bids are fully scoped, accurately priced, and technically sound.
- Build and maintain strong relationships with clients, consultants, and specifiers across London — positioning Harmony as the partner of choice for M&E fire safety works.
- Manage the live bid tracker for your region, ensuring accurate pipeline reporting and timely submissions across all live opportunities.
- Support the handover of won projects to the delivery team, ensuring all pre construction information is transferred clearly and completely.
- Provide market intelligence and client feedback to the senior leadership team — informing pricing strategy, target sectors, and business development activity.
- Monitor and improve pre-construction processes, tools, and templates to drive efficiency and submission quality across the team.
- Attend client meetings, site visits, and pre-tender interviews as required, representing Harmony professionally and credibly.
Skills, Knowledge & Expertise
- An A-player mindset — high standards, extreme ownership and the drive to do things properly, the first time.
- Proven experience in a pre-construction or estimating management role within M&E fire safety — covering fire alarms, emergency lighting, sprinklers, or associated disciplines.
- Strong commercial acumen — able to price accurately, manage margin, and identify risk and opportunity within M&E bids.
- Track record of winning work — experience converting pipeline into won contracts through high-quality submissions and strong client relationships.
- Experience managing or mentoring a pre-construction or estimating team.
- Excellent communication and stakeholder management skills — confident engaging with clients, consultants, and senior colleagues.
- Strong working knowledge of relevant M&E fire safety standards including BS 5839, BS 5266, and BS EN 12845.
- Highly organised and deadline-driven — able to manage a busy bid pipeline without compromising on quality.
- Proficient in Microsoft 365 — particularly Excel, Outlook, Word, and Teams.
- London office-based and available full time.
- Full UK driving licence.
