About the Role

At Harmony Fire, our work saves lives. As M&E Pre-Construction Manager, you will lead the commercial and operational success of the Pre-Construction function, owning the full pre-construction cycle from initial client engagement through to seamless handover to Delivery. This is not a role for someone who manages from a distance. You will be on the front line, building client relationships, driving gross profit, developing your team, and setting the standard for everything that comes before a project breaks ground. You will be accountable for the performance of the Pre-Construction team and trusted to represent Harmony Fire at the highest level. If you are commercially sharp, obsessive about the detail, and ready to lead a team that sets the tone for every project we deliver, read on.

Key Responsibilities

  • Commercial Leadership
    • Own the commercial performance of the M&E Pre-Construction function, hitting and exceeding GP targets.
    • Lead on pricing strategy, negotiation with clients and suppliers, and value engineering to maximise margin without compromising quality.
    • Submit and oversee accurate weekly sales forecasts, holding the team to account on pipeline accuracy.
    • Identify and pursue opportunities to grow scope, revenue, and long-term client value.
  • Client Relationships
    • Own a portfolio of key client relationships, acting as their trusted advisor from first enquiry through to construction handover.
    • Lead client-facing meetings, presentations, and negotiations with confidence and authority.
    • Manage and resolve complex client issues to full resolution, both internally and externally.
    • Ensure every client handover to Delivery is thorough, confident, and sets the project up for success.
  • Team Leadership & Development
    • Lead, manage, and develop the Pre-Construction team including Assistant Pre-Construction Managers, Estimators, Surveyors, and Coordinators.
    • Run daily huddles and regular 1-2-1s, maintaining a high-performance culture grounded in Harmony's values.
    • Coach and develop team members to raise the bar, pushing B-Players to become A-Players.
    • Take full accountability for team output, morale, and continuous improvement.
  • Pre-Construction Delivery
    • Oversee the execution of project delivery strategies through to construction stage, including design, scope, specification, and programme.
    • Ensure rigorous risk identification and mitigation at every stage of the pre-construction process.
    • Uphold a zero-compromise standard on accuracy, detail, and quality across all submissions, surveys, and reports.
    • Record all activities in Salesforce, ensuring full visibility and accountability across the team.
  • Cross-functional Collaboration
    • Work closely with the Delivery team to ensure smooth, well-briefed project handovers.
    • Collaborate with Sales, Finance, and the wider leadership team to align pre-construction activity with business priorities.
    • Challenge and be challenged, contributing actively to improving processes, systems, and ways of working across the business.

What We're Looking For

  • Proven track record managing the full M&E pre-construction cycle (surveying, estimating, design, and client engagement) at a senior level.
  • Strong commercial acumen with a demonstrable ability to grow GP while maintaining and deepening client trust.
  • Experienced people leader, confident, direct, and capable of getting the best out of a team through accountability, coaching, and clear standards.
  • Exceptional organisation and prioritisation, with a do it right first time mindset across everything you touch.
  • Skilled communicator, able to manage both good and bad news with professionalism, clarity, and speed.
  • Proactive problem solver who brings solutions, not just problems.
  • Ambitious, growth-focused, and aligned to Harmony Fire's A-Player culture.
  • Comfortable operating in a fast-paced, high-growth environment where standards are high and pace is relentless.
