Role Description
The Head of Environmental Health and Licensing is a full-time, on-site role based in Harlow, responsible for leading and managing the council’s environmental health and licensing services.
This role oversees teams delivering regulatory functions, including food safety, environmental protection, housing standards, public health, and licensing of premises and activities.
Daily tasks include setting strategy and priorities, monitoring service performance, managing budgets, and ensuring compliance with relevant legislation and national standards.
The role involves working closely with internal departments, external agencies, and community stakeholders to address environmental health risks, support safe business operation, and promote public wellbeing.
The post holder will also provide expert advice to senior leadership and elected members, prepare reports, and contribute to policy development and continuous service improvement.
Qualifications
- Strong foundation in health and safety, including knowledge of Health & Safety regulations and best practices.
- Expertise in Environmental Health and Safety (EHS), with experience applying environmental and public health standards in a regulatory or local government context.
- Background in occupational health, with the ability to assess and manage workplace-related health risks.
- Relevant professional certification such as NEBOSH or equivalent health and safety qualification.
- Auditing skills to review compliance, conduct inspections, and implement corrective actions across environmental health and licensing activities.
- Degree or equivalent qualification in Environmental Health, Public Health, Health & Safety, or a closely related field.
- Proven leadership and people management experience, including supervising multidisciplinary teams and driving performance improvement.
- Strong analytical, decision-making, and problem-solving abilities, with capacity to interpret complex legislation and guidance.
- Effective communication and stakeholder management skills, with experience engaging businesses, residents, and partner organizations.
- Experience working within a local authority or regulatory environment and familiarity with UK environmental health and licensing frameworks.
