Overview

We are looking for an exceptional Chief Operating Officer (COO) to join Haringey GP Federation as a Board-level leader, driving operational excellence across all our services. This pivotal role will turn strategy into high-quality delivery, ensuring the Federation is a trusted NHS system partner, responsive to member practices and aligned with the NHS Long Term Plan, Integrated Care System priorities, and place-based care models. The closing date is 04 February 2026. Interviews and stakeholder interviews are planned for 9 February and 11 February; shortlisted candidates will be required to attend on these dates.

Haringey GP Federation is a dynamic and growing organisation working in partnership with GP practices across the borough of Haringey, north London.

About Us

We work with over 30 practices within seven Primary Care Networks to deliver high-quality, accessible healthcare. Our aim is to support and enable general practice by developing and delivering services that complement core GP work, enabling shared learning and innovation, and helping practices respond to patient needs and wider health system priorities. We collaborate with practices, clinicians and system partners to co-design services, pilot new approaches, and build capacity across primary care.

Job Description

Job responsibilities

Strategic focus

  • Operational Grip & Assurance: ensure delivery, performance stability, and Board confidence with an integrated performance report focused on health outcomes, inequalities, accessibility, quality, patient experience and financial efficiency.
  • System Integration, Co-design & Credibility: enable the Federation to operate as a Place & System integrator across health, care and voluntary sector partners alongside local residents.
  • Workforce & Operating Model Alignment: deliver services through sustainable operating models that support staff and clinicians with multidisciplinary approaches and robust supervision, aligned to Neighbourhood Models of care and Integrated Neighbourhood Teams.
  • Scalable Delivery & Readiness for Growth: build repeatable, resilient operational systems supporting service mobilisation, transformation and expansion.

Purpose

  • Executive accountability for Day-to-day operational delivery, quality, safety, workforce-operating model effectiveness, financial control and productivity, and system integration escalation.

The CEO retains overall accountability for organisational strategy and external positioning, delegating operational authority to the COO as appropriate.

Person Specification

Essential Experience

  • Senior executive or director-level operational leadership within NHS, primary care, or community health or similarly complex, regulated environments.
  • Proven track record of leading multi-service, multi-site operational delivery and delivering performance improvement under pressure.
  • Experience working at Board or equivalent senior governance level; demonstrable experience of system working, partnership delivery and integration.
  • Strong understanding of NHS operating environment, Integrated Care Systems, place-based delivery, and primary care/community service models.
  • Operational competence across performance management, quality and safety, workforce-operating models, and finance/productivity; ability to use data to drive improvement.
  • Highly developed leadership, influencing, and communication skills; ability to lead decisively through complexity and change.

Desirable

  • Experience within a GP Federation, PCN, or place-based delivery model.
  • Experience of service mobilisation, integration, or operational turnaround; NHS-adjacent limited company experience.

Practical requirements

  • Ability to work flexibly, including out-of-hours occasionally.

Qualifications
