About the role

We are seeking an experienced and commercially driven Principal Quantity Surveyor to lead the quantity surveying function within Haringey's Housing Major Works and Asset Management service. This role within our Housing Investment Programme provides commercial oversight across a significant portfolio of planned maintenance and capital investment projects. You will lead a team of Quantity Surveyors, ensuring the delivery of high-quality, proactive and value-focused quantity surveying services that support the improvement and maintenance of the Council's housing stock.

Working closely with Asset Management, Investment Delivery, Contract Management and Project Management colleagues, you will take responsibility for commercial performance across multiple contracts and programmes. You will oversee cost planning, valuations, financial reporting, cashflow forecasting and final account settlement, ensuring robust financial control and transparency throughout the project lifecycle.

A key aspect of the role will be monitoring contractor and consultancy fees, reviewing monthly valuations, auditing costs and agreeing task prices, taking corrective action where necessary to ensure projects remain within approved budgets and fee allocations. You will lead the production of monthly financial reports, expenditure forecasts and budget outturn projections, providing confidence that programmes are being delivered in a cost-effective and financially sustainable manner.

You will act as the Council's senior commercial adviser on housing investment projects, providing expert guidance on procurement, contract management, building contracts and commercial risk. This includes preparing tender documentation, undertaking tender analysis and reporting, providing expert advice on forms of building contract, and ensuring contracts are administered in accordance with the Council's Procurement Code, contract law and internal governance requirements.

The role will also involve leading commercial negotiations with contractors and consultants, including reviewing and negotiating loss and expense claims, extension of time claims and other contractual matters to ensure contracts are administered effectively and in accordance with contractual requirements. You will build effective relationships with contractors, consultants and stakeholders while providing robust commercial challenge to secure value for money and support the successful delivery of housing investment projects.

You will play a key role in embedding a strong commercial culture across Housing Property Services, ensuring value for money remains a core driver of current and future investment programmes. You will lead continuous improvement initiatives, develop processes and procedures that strengthen contract management, and work with contractors and project teams to secure best value from the Council's housing investment contracts.

About the team

You’ll join the Asset Management team within Haringey’s Adults, Housing and Health directorate, working closely with colleagues across Housing Services, Building Safety, Procurement, Legal, Finance and other enabling services. The team is responsible for delivering the council’s annual housing investment programme, valued at up to 40 million, and is committed to improving the quality, safety and sustainability of homes across the borough. Collaboration is at the heart of how the team works — you’ll be supported by experienced project managers, senior leaders and technical specialists, and will contribute to a culture focused on continuous improvement, resident-centred delivery and strong partnership working.

About you

You will be an accomplished Quantity Surveying professional with substantial experience delivering commercial and cost management services across major construction, housing, regeneration or property investment programmes. You will have experience leading and developing professional teams, providing strategic commercial advice and managing complex projects simultaneously. You will be confident working with senior stakeholders, contractors, consultants and project teams, building strong relationships while providing robust commercial challenge where required.

You will bring significant expertise in cost management, budgeting, forecasting, procurement and contract administration, together with a detailed understanding of construction contracts, contract law and procurement requirements. You will have experience of reviewing contractor costs, managing valuations and final accounts, monitoring consultancy and project fees and taking proactive action to address commercial risks and budget pressures.

We are looking for someone with a strong track record of delivering value for money on complex capital projects, ideally within social housing, local government or a similarly regulated environment. Experience of managing projects exceeding 3 million in value, negotiating claims and disputes, and working with commonly used social housing and construction contract forms will be particularly valuable.

You will be commercially astute, highly organised and solutions-focused, with excellent analytical, negotiation and communication skills. Most importantly, you will be committed to delivering high-quality investment programmes that improve residents' homes, strengthen communities and support the Council's wider housing objectives.
