Purpose of the Role

The Head of Communities, Partnerships and Legacy is responsible for developing and delivering a cohesive strategy for community engagement, partnerships and long-term legacy, ensuring that organisational activity creates meaningful participation, sustainable relationships and lasting impact across Haringey.

Reporting to the CEO, the postholder will lead community engagement, stakeholder and partnership development, volunteering, legacy initiatives, grant programme oversight, evaluation and organisational learning. They will ensure that engagement activity translates into sustainable partnerships, measurable outcomes and long-term value for communities, partners, funders and stakeholders.

The role will also provide strategic oversight of the organisation's evaluation framework, ensuring robust evidence of impact informs decision-making, fundraising and future planning.

Key Responsibilities

  • Community Engagement and Legacy Development
    • Develop and lead a comprehensive community engagement and legacy strategy aligned with organisational priorities and the ambitions of London Borough of Culture 2027.
    • Oversee the delivery of community engagement activity, ensuring programmes are inclusive, representative, and responsive to local needs.
    • Lead the development of long-term community and cultural legacy projects that create sustainable impact beyond 2027.
    • Develop and strengthen relationships with community organisations, local networks, residents, artists, strategic partners, and stakeholders.
    • Lead on the development of volunteering and community legacy initiatives, ensuring meaningful opportunities for participation, skills development, and ongoing community ownership.
    • Ensure inclusive and accessible approaches to participation and engagement are embedded across all programmes and activities.
    • Oversee the delivery of Haringey Unearthed Grants Programme, acting as a key support for the Grants Coordinator, key partners and our Communications department.
  • Stakeholder and Partnership Management
    • In collaboration with the CEO, develop and maintain strategic partnerships with cultural organisations, community groups, educational institutions, local businesses, public sector partners and funders to support delivery and legacy objectives.
    • Lead on stakeholder communications, including updates, engagement opportunities, and relationship management.
    • Work alongside the CEO to identify and develop partnership, sponsorship and income-generation opportunities that support organisational sustainability and legacy ambitions.
    • Represent the organisation at meetings, events, and public forums as required.
    • Work with Head of Communications and Engagement for the delivery of key focused events for stakeholders including funders, patrons, communities and the like.
    • Shared responsibility with the Head of Communications and Engagement for the management and development of the organisation's CRM system, ensuring effective stakeholder relationship management, audience insight, reporting and impact measurement.
  • Long-Term Projects and Programme Oversight
    • Provide strategic oversight of community-facing programmes, engagement initiatives, and legacy-focused projects.
    • Oversee delivery of key initiatives, including Haringey’s Creative Enterprise Zone initiative Made By Tottenham and other place-based programmes.
    • Ensure projects contribute to organisational goals around participation, inclusion, community development, and long-term impact.
    • Identify opportunities for future legacy partnerships, community development activity, and sustained engagement.
  • Evaluation, Reporting and Organisational Learning
    • Work with the CEO to lead the organisation’s evaluation framework and learning strategy.
    • Collaborate with the Evaluation Producer and Data Officer to: define and track key performance indicators (KPIs); analyse engagement trends and participation data, produce reports and insights for funders, stakeholders, and internal learning; embed evaluation and reflective learning across all programmes.
    • Lead on the development of reporting processes that clearly demonstrate organisational impact, community value, and legacy outcomes.
    • Ensure evaluation and reporting inform future programming, strategic planning, and fundraising.
  • Team Leadership and Management
    • Line manage the Volunteers & Training Coordinator, Grants Coordinator and Evaluation Producer.
    • Provide leadership, support, and professional development for the team.
    • Ensure alignment of team activity with organisational priorities, engagement goals, and legacy ambitions.
    • Foster a collaborative, inclusive, and supportive team culture.

Minimum Qualifications and Experience

  • Minimum 5+ years’ experience in community engagement, cultural participation, audience engagement, or community development.
  • Significant experience developing and delivering engagement or participation strategies that drive meaningful community involvement and long-term impact.
  • Strong track record of stakeholder and partnership management, including working with community groups, local authorities, strategic partners, and funders.
  • Demonstrable experience developing community engagement narratives and impact stories to support organisational development, fundraising, advocacy, and income generation.
  • Experience working with senior leadership, including the CEO, to drive income generation through partnerships, sponsorships, and strategic relationships.
  • Experience leading legacy-focused or place-based programmes that create sustainable community impact.
  • Minimum 4 years’ experience in evaluation, reporting, and KPI tracking, using qualitative and quantitative data to inform strategic decision-making.
  • Experience producing reports, impact updates, and evaluation materials for funders, stakeholders and partners.
  • Knowledge and understanding of volunteering development and community participation frameworks.
  • Proven leadership and team management experience, including line management and staff development.
  • Excellent communication, relationship-building, and organisational skills.
  • Experience working with funders and sponsorship relationships.
  • Experience supporting income generation through partnerships, sponsorships, or strategic collaborations.
  • Knowledge of place-based, community-led, or borough-wide cultural programmes.
  • Experience working on large-scale public or cultural events.
  • Experience working within local authority or cultural partnership environments.
