A vacancy has arisen for a Technical Safety Manager- Engineering and Utilities, to join our team. The post holder will ensure the business has robust engineering and utilities safety systems that protect employees, contractors and visitors from the Safety, Health, Environmental and Quality (SHEQ) risks associated with complex engineering processes, utilities operations, high hazard equipment, and critical infrastructure. It will require working closely with business leadership and engineering/utilities/operations managers to fully understand the technical SHEQ risks arising from engineering projects, utilities operations, plant modifications, and planned maintenance activities.

The role briefly encompasses the following duties:

  • Drive the development and continual improvement of engineering and utilities focused safe systems of work, including asset integrity controls, maintenance safety management, and technical risk reduction measures across all engineering and utilities functions.
  • Ensure that all engineering and utilities activities maintain compliance with BS EN ISO 45001 (Health & Safety Management), BS EN ISO 9001 (Quality Management), BS EN ISO 14001 (Environmental Management), and other relevant engineering and utilities legislation, standards and industry codes of practice.
  • Ensure the business maintains legally compliant engineering and utilities systems across all operational locations, with particular focus on PUWER, LOLER, PSSR, electrical safety, confined spaces, hazardous energy isolation, and engineering change controls.
  • Develop and support delivery of engineering and utilities aligned SHEQ improvement plans that address asset related risks, equipment reliability issues, utilities system hazards, and high risk engineering and utilities tasks.
  • Provide clear and practical engineering and utilities safety guidance to diverse operations, including mobile plant, fixed processing plant, utility distribution networks, and high hazard environments.
  • Support nationwide engineering and utilities operations, providing technical safety leadership across multiple contracts and facilities.
  • Assist in liaising with the SHEQ team including Compliance Auditors and H&S Coordinators, to ensure strong oversight of statutory inspections, engineering assurance, maintenance compliance and technical safety audits in the engineering and utility pillars.
  • Influence engineering, maintenance, utilities and operational stakeholders at all levels to embed a culture of engineering excellence, asset integrity and proactive technical risk management.
  • Provide high level engagement with Clients/Stakeholders on all SHEQ matters.

The ideal candidate will possess the following skills/experience/attributes:

  • Strong understanding of engineering and utilities hazards, including risks arising from mechanical systems, electrical infrastructure, pressure systems, utilities distribution, heavy mobile plant, and automated equipment within labour intensive or high hazard environments.
  • Significant operational experience within machinery intensive industries such as construction, manufacturing, utilities engineering, or process industries.
  • Experience in developing and maintaining engineering safety management systems, including asset integrity frameworks, statutory inspection regimes, technical audits, and engineering change processes.
  • NEBOSH Diploma or equivalent.
  • Cert IOSH as a minimum, CMIOSH preferred or working towards.
  • Additional competency in process safety, electrical safety, PSSR, PUWER or engineering related regulatory frameworks is beneficial.
  • Demonstrable experience applying CDM Regulations within engineering and utilities environments, including supporting design risk management, reviewing contractor construction-phase plans, and ensuring safe coordination of engineering modifications, repairs and installation works.
  • Experience interfacing confidently with regulatory bodies on engineering and utilities safety matters.
  • Strong interpersonal skills to engage with engineering and utilities teams from workshop to boardroom, fostering collaboration between maintenance, operations and safety functions.
  • Passionate about technical safety improvement and driving engineering led safety performance.
  • Support leadership teams in embedding effective engineering and utilities SHEQ systems aligned with the eight key safety principles, with particular focus on:
  • Engineering leadership for asset safety and reliability
  • Technical hazard identification and risk control
  • Engineering competence, permits, isolations and equipment care
  • Contractor control for engineering/maintenance activities
  • Learning from engineering failures, incidents and maintenance related near misses
  • Investigation and root cause analysis for technical incidents
  • Engineering compliance, audits and maintenance assurance cycles
