The Government Digital Service (GDS) is the digital centre of the UK government, responsible for setting, leading and delivering the vision for a modern digital government. It is part of the Department for Science, Innovation and Technology (DSIT) and employs more than 1,000 people across hubs in London, Manchester and Bristol. GDS builds and runs products including GOV.UK, the GOV.UK app, GOV.UK Pay, GOV.UK Notify, GOV.UK Forms, and the Emergency Alerts service, as well as hosting the Incubator for Artificial Intelligence (I.AI).
The role
This role sits within the Products & Services Directorate and is based in the Emergency Alerts Service team. Emergency Alerts has been used since its 2023 launch to warn people of threats to life including storms, flooding and unexploded ordnance. As the service continues to grow, you would help shape what comes next by understanding user problems, exploring opportunities, and working with a multidisciplinary team to turn ideas into improvements. The role is at Senior Executive Officer grade and is a permanent appointment.
What you would do
- Develop a thorough understanding of user needs and champion them throughout your work
- Work alongside other product managers and digital, data and technology colleagues to support iterative, user-led design
- Engage with users and stakeholders across a range of settings
- Help define, explain and refine product visions that are compelling to users, the team and stakeholders
- Support management of the product backlog, writing user stories and making evidence-based prioritisation decisions
- Set measurable goals for the product team and report against them to show progress
- Identify and challenge organisational processes that slow the team down, and influence positive change
What they are looking for
- Experience in a digital product environment within a multidisciplinary team (not necessarily as a Product Manager, but in a role that prioritised delivering value to users early and often)
- Ability to advocate for a product-led approach focused on problems and outcomes, balancing user and business needs
- Strong verbal, written and visual communication skills, adaptable to different audiences
- Experience engaging with users and identifying how their needs are or can be met by products and services
- Familiarity with monitoring and reporting against measurable performance targets
- Experience setting up and managing a backlog and taking responsibility for prioritisation
- Assessed against Civil Service Behaviours: working together, making effective decisions, seeing the bigger picture, and communicating and influencing
- Assessed against Government Digital and Data Capability Framework skills: Agile and Lean practices, product management, product leadership, stakeholder relationship management, applying user-centred insights, and managing product outcomes
Working arrangements
The role is based in London. GDS operates a discretionary hybrid working policy; staff are expected to attend the office or a non-home location for 40–60% of their time. Fully remote working is not normally offered, but a variety of flexible working options are available including flexi-time, part-time, job share and compressed hours. The role requires Security Check (SC) clearance, which normally requires five years of UK residency in the past five years. DSIT cannot offer visa sponsorship for this campaign.
Pay and benefits
The salary range is £48,540 – £53,970, based on capability, with a base salary of £48,540 for London. Additional benefits include a Civil Service Pension with an average employer contribution of 28.97%, 25 days annual leave rising to 30 days, an extra day off for the King's birthday, an in‑year bonus scheme, a training budget for personal development, an employee assistance programme, advances on pay (including travel season tickets), death in service benefits, a cycle to work scheme, access to an employee discounts scheme, 10 learning days per year, and five special leave days per year for volunteering.
