Purpose of Role
- Facilitate management, control and traceability of expenditures, drawdown of budget and accurate expenditure forecasting for the Zama field development project, covering the Select, Define, and Execute phases.
- Guarantee that full transparency, cost discipline and forecasting capability is maintained in the Project to support effective decision making and financial planning and to demonstrate project operational excellence to internal and external Stakeholders at each stage of the project lifecycle.
- Contribute to the development and implementation of cost control systems and procedures to improve financial accuracy and compliance across the business unit.
Critical Responsibilities (MAE/MATTE/HSES*)
- Ensure all activities are carried out in a safe manner complying with all regulatory requirements, legislation and Harbour Energy HSES Procedures.
- Report any identified shortcomings in line with Harbour Energy procedures and actively address areas of improvement for working conditions and processes.
Ethics and Compliance Responsibilities
- Ensure that all activities and behaviours are carried out in accordance with Harbour Energy’s Ethics and Compliance Policies and Procedures, and to complete any compulsory compliance training as required.
Areas of Accountability, Responsibility and Competence
- Execute cost / value of work done tracking and reporting mechanisms for all Zama Project activities, across its various work streams in Mexico, Houston and Singapore.
- Analyse variances between actual / value of work done and budgeted costs, provide relevant insight and reasoning and report issues to management.
- Ensure compliance with financial policies and procedures, maintaining accurate and timely financial information.
- Collaborate with Procurement and other disciplines to maintain transparency and traceability along the order-to-pay process, also considering cost optimization and financial efficiency.
- Data & Reporting
- Support the preparation of monthly, quarterly, and annual cost reports related to Zama project operations.
- Develop financial forecasts and risk analysis to assist in strategic planning and decision-making.
- Maintain financial data integrity and ensure confidentiality of sensitive information.
- Compliance & Risk
- Monitor and ensure compliance with internal controls and standards, as well as regulatory and project partner requirements as applicable to project cost control and reporting.
- Identify financial risks associated with Zama Project operations and recommend mitigation strategies.
- Support periodic audits and compliance checks to ensure adherence to financial standards and practices.
- Technical Skills
- Proficient in financial modelling and cost control systems specific to oil and gas operations.
- Familiarity with E&P project financial structures and budgeting processes.
- Ideally, basic understanding of oil and gas field development and project maturation processes.
- Non-Technical Skills
- Strong analytical and problem-solving skills with a detail-oriented approach and discipline in financial data control.
- Effective communication within multicultural and multidisciplinary teams.
- Proactive, problem-solving approach, and commitment to continuous improvement.
- Professional Experience
- Experience in financial management and cost control within the oil and gas sector, preferably in offshore operations.
- Track record of cost tracking and variance reporting on large-scale field development project execution.
- Familiarity with project cost control systems and SAP or equivalent financial management tools in a multinational O&G environment.
Education
- Bachelor’s degree in administrative, engineering, or related fields with connection to project control.
- Professional accounting qualification (e. g. CPA, ACCA, CIMA or equivalent) preferred.
- Language
- English: Advanced level (spoken and written).
- Spanish: intermediate or above (spoken and written).
