The Role: Happy Jobs NI is delighted to be representing On Track Technicians, having been exclusively retained by OTT to manage the appointment of an experienced and ambitious Commercial Manager. On Track Technicians is a family-run railway infrastructure contractor based in Lisburn, Northern Ireland, supporting the delivery of high-quality rail and construction projects. This is an excellent opportunity for an energetic, commercially focused leader to join OTT in a senior management position with significant long-term career progression opportunities.

As Commercial Manager, you will take ownership of the commercial function across multiple rail and construction projects, ensuring strong financial performance, robust contract management, effective risk control and consistent project profitability. You will work closely with senior leadership, operational teams, clients and key stakeholders to support business growth, strengthen commercial processes and help shape the future direction of the company.

Key Responsibilities:

  • Leading, managing and developing a team of Quantity Surveyors and commercial professionals.
  • Overseeing commercial delivery across rail and construction projects from tender stage through to final account.
  • Managing project costs, budgets, forecasting, valuations and performance monitoring to support profitable project delivery.
  • Managing NEC, JCT or equivalent contracts, including change control, valuations, variations and dispute resolution.
  • Ensuring accurate commercial reporting, revenue recognition and financial governance across live projects.
  • Working closely with operational teams to identify commercial risks, opportunities, efficiencies and areas for improvement.
  • Supporting bids, tender submissions, pricing strategies and wider business development opportunities.
  • Reviewing and improving internal commercial systems, processes and reporting procedures.
  • Using project information, commercial data and performance reports to support better decision-making.
  • Building strong working relationships with internal teams, clients, contractors and key stakeholders.
  • Providing clear leadership, guidance and support to ensure projects are delivered commercially, efficiently and to a high standard.

Person Specification / About You:

We would welcome applications from commercially focused professionals with a background in quantity surveying, estimating, commercial management or contract leadership within rail, infrastructure, civil engineering or construction. The ideal candidate will be able to demonstrate:

  • Experience in a senior commercial role within rail, infrastructure, civil engineering or construction.
  • Strong people management experience, with the ability to lead, motivate and develop a commercial team.
  • An energetic, ambitious and proactive approach, with the drive to contribute at senior management level.
  • Strong understanding of contract forms such as NEC, JCT or equivalent.
  • Proven ability to manage multiple contracts simultaneously from tender stage through to final account.
  • Excellent commercial and financial awareness, including experience managing project budgets, cost control, forecasting and reporting.
  • A sound understanding of commercial systems, internal processes and project governance.
  • Experience using project management tools would be beneficial.
  • Ability to build strong working relationships with internal teams, clients, contractors and senior stakeholders.
  • A practical, solutions-focused approach to problem-solving, performance improvement and continuous improvement.
  • A good understanding of analysing project performance and providing meaningful commercial feedback.
  • Third-level education in a construction-relevant discipline.
