Work location: Westminster City Hall, 64 Victoria Street, Westminster, SW1E 6QP
Hours per week: 36
Contract type: Permanent
Closing date: 16 March 2025
About Us:
Capital Works in Westminster City Council is a world of extraordinary stories. Where dedicated and focused people like Mihir are using all their skills to improve and enhance the lives of the people who live, work and play in our borough.
The Role:
As a Senior Development Manager, you can make your own powerful contribution to Westminster’s success. Your responsibilities will include managing the full project cycle, leading external and internal specialists to ensure all standards in terms of costs, designs, quality and timescales are met, and establishing relationships with relevant stakeholders like contractors, agents and consultants.
Expect to work in collaboration with the wider team, meet deadlines without prompting and meet WCC obligations and targets, including in relation to social value. You’ll also need to review and report on revenue and cost, design and progress meetings, development and project plans, risk assessment, mitigation and transfer reports, to name a few.
Reviewing and understanding projects, developing project briefs and determining project risk in consultation with others will also be your responsibility. You’ll also be liaising with procurement and legal teams to oversee all procurement activity, external and internal legal advisors to implement contractual structures and commission legal due diligence for potential development opportunities.
Leading and managing multi-disciplinary project teams, negotiating land transactions and taking the lead on the evaluation of technical and commercial proposals are also things you’ll be doing as part of this role. In addition, you will oversee the finalization of technical designs and actively engage with the Project Manager to verify that all designs meet contract obligations. By facilitating rigorous project gateway reviews, you will ensure compliance with design standards, commercial structures, risk management, and cost controls. You will also champion health, safety, and the promotion of healthy working conditions on site, while monitoring key performance indicators and managing change control processes to proactively address any disputes.
Finally, you will coordinate the handover and aftercare stages by liaising with internal teams and external consultants to secure timely and quality completion of all project deliverables. This includes confirming handover programmes, managing formal approvals, and ensuring that all project documentation is closed out appropriately to the satisfaction of both WCC and local residents.
You will need a proven track record at a senior project management level within the development and construction sector, ideally having worked as an Employers’ Agent or in a lead client role. You should be adept at analysing complex problems, developing robust business models, and managing risks effectively. In this role, your ability to craft and deliver presentations and reports that engage a wide range of audiences – including senior managers and elected members – will help you be successful.
You must be capable of inspiring, motivating, and coaching team members to achieve high performance while supporting and coordinating senior leadership teams. Demonstrable experience in managing political and cultural challenges, as well as delivering project, programme, and change management initiatives, is key. A strong commercial focus with active contract management experience, coupled with in-depth knowledge of procurement and various building contracts, service and development agreements, will set you apart.
Additionally, you should have a proven ability to manage main contractors and consultants through the successful delivery of projects, establish and maintain scheme budgets and cashflows, and oversee financial reporting. If you excel in analysing project data related to cost, spend, progress and quality, and can take timely actions to mitigate risks, then you will be well placed to drive our projects forward.
