Hampshire Engineering Services' (ES) Quantity Surveying section is part of the Contracts Section within ES. We are looking for a proactive and motivated Quantity Surveyor to join our growing team of dedicated commercial professionals. This role offers the opportunity to take ownership of projects, develop your technical expertise, and contribute to the commercial success of a diverse portfolio of work. You will be working closely with senior surveyors, project managers, engineers and clients, supporting the full commercial lifecycle from initial estimates through to final accounts.
Job Purpose
The purpose of this role is to provide professional Quantity Surveying services for civil engineering construction and maintenance contracts. You will play a key role in managing the financial and contractual aspects of projects from inception through to completion. The role focuses on ensuring that projects are delivered within budget and provide value for money. You will be responsible for cost estimating and ongoing commercial management, under the guidance of senior staff and the Principal Quantity Surveyor.
What you’ll do
- Prepare at various stages of design cost estimates, budgets, and cost plans for civil engineering projects such as highways and infrastructure.
- Manage procurement activities, including preparing bills of quantities, schedules of rates, and tender documentation.
- Administer NEC4 contracts, including preparing and reviewing compensation events, early warnings, and contractual notices.
- Carry out regular site measurements and valuations to verify progress and assess payment applications.
- Track and control project costs by monitoring expenditure, identifying variances, and updating forecasts.
- Support project risk management, identifying cost risks and opportunities and contributing to mitigation strategies.
- Produce accurate monthly financial statements.
- Collaborate with engineers, planners, site teams, and clients to ensure accurate cost information and commercially sound decision‑making.
- Assist with the preparation and settlement of final accounts with project main contractors.
Qualifications & Experience
- Educated to HND/Degree level in an appropriate discipline.
- Experience of Quantity Surveying in a Civil Engineering environment, including knowledge of Model Contract Documents for Highways Works and New Engineering Contract.
- Effective written and oral communication skills.
- Positive attitude to self‑development and the development of others.
- Understanding and experience of Standing Orders, Financial Regulations and Code of Practice related to construction and maintenance projects in a local authority environment.
- Understanding and experience of the County Council and Departmental structures and procedures.
- Ability to manage, negotiate and agree small to medium sized construction contracts to a successful financial conclusion, with limited supervision.
- Ability to produce works cost estimates in sufficient detail and accuracy for feasibility, preliminary and detailed stages of project development, ensuring appropriate funding can be put in place.
- Ability to organise personal workload and manage outcomes to meet planned objectives in terms of time and cost.
- Ability to establish and develop working relationships with internal and external technical staff and organisations.
- Ability to build strong working relationships with all parts of the organisation and provide appropriate feedback to enhance best practice.
- Positive attitude towards Continuing Professional Development.
