About the Role

The Contracts & Procurement Legal Team at Westminster City Council is expanding to support a growing portfolio of public procurement and contract law projects. This role focuses on service contracts, major regeneration construction, grants, governance and other commercial matters across Westminster City Council and the Royal Borough of Kensington and Chelsea.

Responsibilities

  • Provide advice and support on contracts and public procurement matters, applying Public Contracts Regulations 2015, Procurement Act 2023 and related legislation.
  • Draft and review legal documentation, including service contracts, deeds of variation, grant agreements and governance reports.
  • Manage a varied caseload, building strong relationships with client directorates and legal colleagues.
  • Collaborate with stakeholders, including Council members, officers, partners and external advisers, ensuring advice is clear, consistent and professional.
  • Support junior team members and act as a bridge with Legal Services Business Support to deliver agreed actions on time.
  • Maintain compliance with strict deadlines, risk management procedures and time‑management expectations.

Qualifications & experience

  • Qualified Solicitor, entitled to practice in England and Wales.
  • Extensive knowledge and experience in contracts and procurement law, including Public Contracts Regulations 2015 and Procurement Act 2023.
  • Strong commercial acumen and awareness of political and corporate implications.
  • Excellent communication and negotiation skills; able to explain complex legal issues.
  • Flexible, logical and proactive problem‑solving attitude.
  • Ability to work with minimal supervision, manage own workload and meet competing demands.
  • Advantageous if previously worked within or for local government.
