About Us: Housing in Westminster City Council is a world of extraordinary stories. Where dedicated and compassionate professionals bring everything to their work. We depend on our team’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Our commitment is to achieve the Decent Homes Standard for all our tenants and a high standard for all our leaseholders.

The Role: As Chief of Supply & Operations for Temporary Accommodation, you will lead efforts to secure high quality, value for money homes for vulnerable people. You will oversee significant investment across a complex temporary accommodation portfolio, involving the acquisition and leasing of residential properties, either directly or via specialist third party temporary accommodation providers.

Your responsibilities will include:

  • Developing, managing and delivering programmes that supply residential property for temporary accommodation.
  • Ensuring compliance with legal, regulatory and financial requirements.
  • Owning the Temporary Accommodation Supply Plan.
  • Setting standards, policy, and performance expectations for temporary accommodation.
  • Staying informed on best practice and property trends.

As a leader, you will have the opportunity to shape and lead a newly formed multidisciplinary team, embedding a culture of collaboration, innovation, and accountability. Collaboration will be key, as you will work with Housing Solution Services to understand their requirements and translate them into long-term acquisition strategies.

We are seeking someone with extensive senior property experience, including in investment and leasing. You should have a proven ability to develop strategies and deliver high-value, complex property transactions within budget and on schedule. Knowledge of national public sector laws and relevant local planning implications is essential.

Strong financial literacy is core to this role, along with excellent commercial skills and an eye for spotting new opportunities. Experience in leading multi-disciplinary teams within a property service is required, as well as a commitment to equality and diversity.

Given the nature of our work, experience in a political environment with competing pressures would be beneficial. Superb negotiation skills are critical, as you will need to secure arrangements in a highly competitive marketplace.

Crucially, you will maintain a central focus on our residents, ensuring that their needs are prioritised in all business strategies.
