The Role

As a Senior Property Surveyor you can make your own powerful contribution to Westminster’s success. You’ll join our high profile Housing Services, and oversee and ensure building and maintenance projects are delivered on time and to budget. This work will include repairs, planned works and programmes, the refurbishment of empty properties, dealing with dampness and condensation issues, leak detection, planned preventative maintenance and the pre and post inspection of works.

In addition, you’ll oversee the property surveying functions required to manage a portfolio of approximately 5,000 homes, including the structure and fabric of the buildings, internal and communal areas and estate grounds. Working with our Area Repairs Managers to implement and develop the systems necessary to regularly inspect the external and communal parts of properties, you’ll identify any requirements for repairs and maintenance, and ensure works are carried out according to urgency and priority.

Committed to collaborating with your colleagues as you ensure a joint approach to improving quality and customer satisfaction for our residents, you’ll also highlight key investment needs and considerations to the Property Planning and Assets Team so that works can be planned appropriately. You’ll have a wide range of additional responsibilities – these include ensuring that our health and safety management policy is fully implemented and documented, providing strategic leadership within the Housing portfolio, and contributing proactively to the leadership of the council as you work collaboratively to deliver our objectives and priorities.

In addition, we’ll also expect you to manage the development and training of a number of Property Surveyors and Trainee Property Surveyors.

Qualifications & Experience

With substantial experience of leading and developing an organisational function or service in a multi-disciplined organisation of similar size to ours, and with excellent procurement and supplier relationship management skills, you’ll be capable of managing repair and maintenance services in residential buildings. Ready to make complex decisions relating to the specification of remedial works, we’ll also expect you to possess the skills to coordinate the response to major service failures and emergencies.

It’s important that you have a successful track record of handling large budgets, business planning, quality and performance management, and well developed knowledge of the issues facing local government and the public sector. An inspirational and motivating leader with the passion and drive to take the services we provide to the next level, you should also have the ability to manage political and cultural issues and deliver innovative project, programme and change management programmes.

When it comes to qualifications you should have a degree in Building Surveying or a similar subject relating to the built environment, and evidence of continued professional, managerial and personal development, such as membership of a relevant professional organisation or a clear plan for achieving this. We’ll also look for superb financial and budget management skills, the ability to deliver economies through creative and efficient working practices, and a flexible approach to your tasks as you work in partnership with other departments and organisations to coordinate services.
