You will lead our efforts to secure high quality, value for money homes for vulnerable people. Plus, you will oversee significant investment across a complex temporary accommodation portfolio.
The Role: This will involve the acquisition and leasing of single and multi-unit residential properties, either directly or via specialist third party temporary accommodation providers. It’ll be your responsibility to develop, manage and deliver programmes that supply residential property for temporary accommodation. Your priorities will be to ensure that these fit legal, regulatory and financial requirements. In particular, you will own the Temporary Accommodation Supply Plan, ensuring that it provides a robust, evidence led framework to inform acquisition and leasing decisions. You will set standards, policy, and performance expectations for temporary accommodation. This will mean ensuring surveying, refurbishment and pre-handover processes are complete.

As a leader, you’ll have the opportunity to shape and lead a newly formed multidisciplinary team. You will shape strategy, governance and ways of working. Collaboration will be key to this role. By working with Housing Solution Services, you’ll understand their requirements and translate them into long-term acquisition strategies. Across the Council, you will be looked to for advice and support on matters relating to temporary accommodation. You will also establish positive relationships with landlords, so that we can further drive value for money and maximise the provision of high-quality accommodation.
We are seeking someone with extensive senior property experience, including in investment and leasing, to join us. You have a proven ability to develop strategies and deliver high-value, complex property transactions within budget and on schedule. You’re knowledgeable about national public sector laws and relevant local planning implications, such as the National Planning Policy Framework (NPPF), the Community Infrastructure Levy (CIL) and S106 financial contributions. This is complemented by an in-depth understanding of property valuation standards, planning principles, and market trends.
Strong financial literacy is core to this role. You can produce viability and financial assessments, manage budgets, and drive cost savings. Plus, you have excellent commercial skills and an eye for spotting new opportunities. You’ll bring experience in leading multi-disciplinary teams within a property service.
