We are seeking an experienced and motivated Programme Manager to join our planning team at NHS Hampshire & Isle of Wight Integrated Care Board (ICB). This pivotal role supports the annual strategic commissioning and planning cycle, ensuring strategic and operational plans are effectively developed, coordinated, and delivered across our Integrated Care System.
You will work closely with senior leaders, including the Director of Strategic Finance, Deputy Director of Integrated Planning, commissioning leads, quality, workforce and wider partners, to drive high-quality programme delivery, strengthen planning processes, and ensure compliance with national policy and regulatory requirements. While the planning function is based in the Chief Finance Officer directorate, it covers all aspects of planning and no finance qualifications or experience are required. This role is ideal for someone who thrives in a complex, fast-paced environment and enjoys working on high-profile, system-wide programmes.
Main duties of the job

Job responsibilities
Lead the development and delivery of annual and in-year planning cycles, ensuring that contractual arrangements support NHS Hampshire and Isle of Wight strategic priorities and comply with national guidance. Working closely with providers, commissioners, finance colleagues and clinical leaders, the post holder will facilitate the production of planning outputs while providing oversight of complex programmes and projects. They will ensure that effective governance, performance monitoring and risk management arrangements are in place, support financial modelling and value-for-money assessments, and produce high-quality reports to inform decision-making and provide assurance. The role also includes supporting procurement activities, maintaining contract and project governance processes, resolving complex issues as they arise and driving continuous improvement across contract planning and delivery.
Analytical and Judgement Skills
The post holder will provide oversight of a wide range of programmes, including transformation, efficiency, financial recovery and performance improvement initiatives, ensuring that progress can be effectively monitored and evidenced. By building strong relationships with programme and operational leads across the ICB, they will support the development of meaningful measures, milestones and Key Lines of Enquiry that demonstrate delivery against local and national priorities. They will analyse complex information from multiple sources, assess risks and emerging issues, and use sound judgement to make recommendations and support decision-making, often in situations where information is incomplete or evolving.
