We are seeking an exceptional senior leader to join our team as the Deputy Director of Integrated Planning. This is a high-impact, system-wide role providing strategic leadership across the Integrated Care Board (ICB) and supporting the delivery of high-quality, sustainable services for our population, in line with our aim: to improve healthy life expectancy, outcomes and experience of services for everyone living in Hampshire and Isle of Wight and reduce health inequalities across all communities.

The postholder will lead the development of integrated operational, financial, workforce, activity and quality plans across a complex health and care system with an annual budget of over £5bn. You will work closely with senior leaders across the ICB, NHS providers, Primary Care, Local Authorities and wider partners to ensure alignment, collaboration and robust planning that supports improved outcomes and value for money. This is a hybrid role. Office working (Eastleigh) on several days per week is essential.

Main duties of the job
  • Lead the end-to-end integrated planning process across the ICB, ensuring alignment of financial, workforce, quality, performance and activity plans to deliver our strategic objectives.
  • Oversee the submission of ICB operational plans and support IC&S-wide planning requirements.
  • Build strong relationships across the ICB, NHS providers, Local Authorities and wider partners to support collaborative system planning.
  • Provide proactive advice through research, analysis and review of highly complex organisational issues, ensuring the provision of high-quality, relevant and timely information to meet the needs of the ICB.
  • Support the ICB in making commissioning decisions that improve health outcomes, reduce inequalities, enhance quality and patient experience, and ensure the best possible use of public funds.
  • Ensure robust governance, risk management and financial stewardship across the planning function.
  • Provide compassionate leadership to planning and project teams, including direct line management.
  • Deputise for the Chief Finance Officer as required, representing the organisation at senior system and national forums.

The role requires considerable flexibility to meet the changing needs of the ICB within a rapidly evolving environment, meaning the scope of the role is likely to develop over time.

Job responsibilities
  • Lead the production of integrated strategic, activity, performance, financial, workforce and quality plans for the ICB, covering single or multiple years as required.
  • Provide system leadership for the operational planning process with key providers, ensuring alignment of timescales and assumptions while working collaboratively with colleagues to negotiate and resolve any misalignment issues.
  • Lead planning guidance across the IC&S and ICB and provide expert advice and briefings to IC&S Chief Finance Officers on operational plans.
  • Take responsibility for the submission of ICB operational plans, and IC&S operational plans where required by the national planning process.
  • Lead the development of robust and comprehensive plans designed to meet the needs of the local population and deliver organisational strategies.
  • Work with the ICB Executive Team and Clinical Executive to support partnership working with Local Authorities and wider IC&S partners.
  • Ensure that financial, operational, workforce, performance, quality and other planning dimensions are aligned.
  • Develop strong relationships across the IC&S to support joint planning and identify opportunities for efficiencies and savings across the wider health and social care economy.
  • Work collaboratively across the IC&S to ensure consistency in programme development where appropriate.
Policy and Service Development
  • Support the development and implementation of the IC&S strategic plan.
  • Provide expert advice on new initiatives, while leading and supporting IC&S programmes as required.
  • Promote awareness and understanding of financial, value for money and commercial issues, working with the leadership team to identify and implement appropriate training and development programmes.
Analytical and Judgement Skills
  • Ensure appropriate business intelligence is generated and effectively utilised throughout the operational planning process.
  • Apply sound judgement and business acumen to the interpretation and application of analysis, taking account of data robustness, scenario modelling, risk and uncertainty, triangulation with qualitative information, and wider political, tactical and relationship factors.
  • Ensure there is an effective performance management framework across the IC&S to monitor, predict and manage risks associated with delivery of the planning process.
Financial and Physical Resources
  • Support the Chief Finance Officer in ensuring that robust systems and processes are in place so that the regularity and propriety of expenditure are fully discharged.
  • Take a lead role in the development and planning of robust savings programmes and projects.
  • Ensure effective systems are established to manage all budgets within agreed limits and identify and mitigate any associated risks.
  • Support strong audit and financial governance arrangements to ensure propriety in the use of ICB resources.
  • Ensure the ICB has a robust planning approach embedded within wider governance arrangements, with risks and issues appropriately escalated and reported.
  • Act at all times in the best interests of the health and care of the local population and ensure good governance remains central to all activity.
People Management
  • Represent the ICB Chief Finance Officer and IC&S Chief Finance Officers at national planning forums.
  • Lead and coordinate with subject matter experts across the ICB and IC&S to ensure plans are consistent and aligned.
  • Engage and maintain effective relationships with IC&S operational planning leads, CFOs and other senior IC&S colleagues regarding planning activities.
  • Manage highly complex, sensitive and conflicting subject matter on a day-to-day basis through workload management, workshops, meetings, one-to-one communications and other business-related activity.
  • Instil a culture of high performance within the team, developing the ability of others to manage time effectively and respond positively and flexibly to competing priorities and workloads.
  • Transfer expertise and knowledge appropriately across the team and externally to Directors and lead providers, particularly in relation to innovation issues.
  • Build and maintain positive working relationships to support an effective matrix approach in achieving NHS objectives.
  • Manage, motivate and develop staff across teams, ensuring clear objectives are set and achievements monitored to enable delivery of NHS priorities and responsibilities.
  • Provide day-to-day line management, including staff motivation, objective setting and performance monitoring.
  • Support the ICB in achieving non-financial performance and quality targets while recognising associated financial implications.
  • Provide effective leadership to staff within the team and take responsibility for personal training and professional development.
Person Specification
  • At least five years experience of working at a strategic and very senior management level.
  • Expert knowledge of the NHS system reform agenda.
  • Demonstrable track record of success in multidisciplinary settings and in leadership roles.
  • Demonstrable track record of leading planning and performance management processes in large and/or complex organisations or having substantial and complex responsibilities in a smaller organisation.
  • Demonstrable ability to think, plan and manage strategically.
  • Demonstrable track record of major policy implementation and policy or service development in large and/or complex organisations.
  • Demonstrable experience of formulating long term strategic plans in large and/or complex organisation.
  • Demonstrable substantive experience of managing a complex portfolio.
  • Demonstrable experience of the development & successful implementation of significant new systems, processes & technologies.
  • Full qualification in one of the individual CCAB bodies or CIMA.
  • Further post qualification experience to Fellowship level.
