Role Overview: Reporting to the Assistant Director of Change, you will define the Council's future organisation-wide operating model and mobilise the transformation portfolio required to deliver it. You will turn a high-level vision into a structured, credible blueprint for sustained organisational change.

Key Responsibilities

  • TOM Design: Lead the design of a future-state model covering organisational structure, governance, core processes, and the enabling use of data and technology.
  • Portfolio Mobilisation: Translate the 'future state' into a deliverable programme of change, ensuring projects are prioritised and sequenced effectively.
  • Strategic Alignment: Ensure the model is ambitious yet grounded in the Council's financial context and commitment to resident outcomes.
  • Senior Engagement: Work with leadership to shape and test design concepts, securing buy-in for transformation priorities.
