The Opportunity
Hammersmith & Fulham is one of London's most dynamic boroughs, undergoing an exciting transformation with our Upstream London strategy. This strategy envisions the borough as a leading Innovation Borough, fostering inclusive economic growth, thriving creative industries and affordable workspace.
As the borough’s champion for creative enterprise, you will be the primary contact for creative businesses, workspace operators and sector stakeholders. You will lead the delivery of our GLA‑accredited Creative Enterprise Zone (CEZ) and support the Affordable Workspace Strategy, which began in March 2026.
Your responsibilities will include:
- Building and maintaining networks of creative businesses, arts organisations, developers and skills providers
- Planning and delivering events and networking opportunities
- Managing the Creative Hub network
- Identifying and managing space utilisation opportunities across the CEZ geography
In addition, you will support the Affordable Workspace Strategy across its four strands:
- Grant fund administration
- Operator engagement through the Affordable Workspace Forum
- Collaboration with Planning to maximise Section 106 contributions
- Support for public asset development and regeneration opportunities
You will commission consultants where required, monitor external funding opportunities, and report progress to senior officers, elected members and the GLA.
About You
You bring a strong understanding of London's creative industries and the pressures surrounding creative businesses, especially regarding workspace. Experience delivering complex, multi‑stakeholder programmes, managing budgets and grant funding, and working across public, private and third sectors. You are a natural relationship‑builder, comfortable engaging with creative operators and sector networking events as well as writing briefings for senior officers. You have a track record of planning and delivering events and networking programmes, and of developing collaborative relationships with a wide range of stakeholders. Experience with policy planning, Section 106 processes and GLA funding frameworks is an advantage. Above all, you are motivated by genuine impact – producing visible change in the borough’s creative economy and the businesses and communities that drive it.
