This is an opportunity to lead and improve how Hammersmith & Fulham Council delivers affordable homeownership to its residents. The Home Buy service plays a central role in the borough’s affordable housing offer, supporting residents priced out of the open market to remain in their community through products including Shared Ownership, Discount Market Sale, Intermediate Rent, and Key Worker Rent. The service manages nominations to all affordable homeownership and intermediate rent homes in the borough and provides residents with advice on available schemes and developments.
We are looking for a capable and delivery-focused manager to take this service forward and will be responsible for improving its performance, increasing uptake, and ensuring it operates effectively in a constrained housing market.
You will:
- Work with Registered Providers and private developers to increase the supply and take-up of affordable homeownership products.
- Lead the day‑to‑day performance of the Home Buy service, ensuring it delivers consistently against targets.
- Manage nominations, resales, and support for existing affordable homeowners.
- Lead the sale and marketing of the Council’s own affordable housing homes.
- Ensure the customer journey, from first enquiry to completion, is clear, timely and consistently applied.
This is a service management role with clear operational and commercial responsibilities. You will:
- Manage income generation and support the financial sustainability of the service.
- Oversee the marketing, allocation, and resale of affordable housing, including staircasing and the removal of restrictions.
- Maintain effective working relationships with providers, developers, and internal teams.
- Monitor performance, identify gaps, and implement improvements to increase delivery.
- Ensure appropriate governance, controls and reporting are in place.
Qualifications and Experience
We are looking for an experienced manager with a strong understanding of affordable housing delivery and a focus on results. You bring:
- Experience working with affordable homeownership or housing sales products.
- A track record of managing services or teams and improving performance.
- Strong working knowledge of nomination, sales and marketing processes for affordable housing.
- Commercial awareness and an understanding of the financial drivers behind delivery.
- The ability to manage stakeholders and maintain effective working relationships.
- A practical approach to problem‑solving and improving systems.
