Overview

In this role you will lead Halton’s Recruitment & Resourcing Team to shape the Council’s workforce strategy. You will work with senior leaders, schools, unions and partners to deliver a high-quality, cost-aware service that strengthens workforce planning and supports organisational change. Expect to manage permanent, temporary and contingent recruitment while driving continuous improvement and excellent customer service. This is an impactful role at the heart of local government transformation.

Responsibilities

  • Lead and develop the Recruitment & Resourcing Team across the Council and schools
  • Oversee permanent, temporary, fixed-term, and contingent recruitment including agency workforce management
  • Provide strategic advice on organisational reviews, restructures, redeployments and workforce change
  • Use data and insights to improve workforce planning and identify cost savings
  • Drive continuous improvement, innovation and excellent customer service across the service
  • Manage budgets, service planning and SLAs
  • Engage with senior stakeholders and trade unions to align workforce strategies

Key requirements

  • Significant experience in recruitment, resourcing, organisational change or workforce transformation
  • Experience leading, coaching and developing teams
  • Strong knowledge of employment legislation, ACAS Codes of Practice and case law
  • Experience with restructures, organisational redesign and workforce change programmes
  • Experience managing agency and contingent workforce arrangements
  • Strong project and change management skills
  • Experience of budget management, service planning and contract/SLA management
  • Excellent communication, influencing and stakeholder management skills
  • Strong analytical and problem-solving skills with experience using workforce data
