Located in Cheshire, Halton boasts excellent transport links between Liverpool and Manchester, as well as close proximity to both Liverpool John Lennon and Manchester Airports.

Our progressive community strategy aims to bring about meaningful, long-term improvements that enhance lives. It's an exciting time to join us as we develop new policies and transform the way people access services.

We are immensely proud that when asked what's great about working for Halton, the most popular response from our workforce has been 'our colleagues'.

Our Team

We are looking for an experienced and dynamic Recruitment & Resourcing Service Manager to lead our Recruitment & Resourcing Team and help shape the Council's workforce strategy.

This is a high-impact opportunity for an HR professional with strong expertise in recruitment, resourcing, workforce planning and organisational change. You will lead and develop a specialist team responsible for recruitment and workforce resourcing across the Council and schools, overseeing permanent, temporary and fixed-term recruitment, as well as contingent workers including agency and casual staff.

A key focus will be agency workforce management and expenditure, using data and insight to identify savings, improve workforce planning and develop sustainable staffing solutions.

As the Council's subject matter expert, you will provide strategic advice on organisational reviews, restructures, redeployment and workforce change, ensuring legal compliance and best practice. You will also drive continuous improvement, innovation and excellent customer service across the service.

Your Contributions

  • Significant experience in recruitment, resourcing, organisational change or workforce transformation.
  • Proven experience leading, coaching and developing teams.
  • Strong knowledge of employment legislation, ACAS Codes of Practice and relevant case law.
  • Practical experience of restructures, organisational redesign and workforce change programmes.
  • Experience managing agency and contingent workforce arrangements.
  • Strong project and change management skills.
  • Experience of budget management, service planning and contract/SLA management.
  • Excellent communication, influencing and stakeholder management skills.
  • Strong analytical and problem-solving skills, with experience using workforce data to inform decisions.
  • Experience working effectively with trade unions and senior stakeholders.

If you are an experienced HR leader who can combine strategic thinking with operational expertise and a passion for improving services, we would love to hear from you.

Our Offer

Aside from working with a great team, our employees have access to a fantastic range of benefits, including:

  • A generous annual holiday allowance starting at 34 days per year (including bank holidays), increasing with long service
  • Membership of our defined benefit, salary-linked Local Government Pension Scheme (LGPS) with generous employer contributions
  • 3 x Salary Life Cover via Local Government Pension Scheme
  • Investment in your personal development
  • Free Car Parking at HBC sites
  • Extensive employee benefits platform including discounted shopping, car leasing, gym memberships, wellbeing hub and Employee Assistance Programme.

At Halton Borough Council we want to ensure that our communities are represented across our workforce and a vital part of this is to encourage diversity in all respects.
