We are an ambitious and high ranking Highway Authority, recently scored 4th for our overall service by the public out of 111 English Highway Authorities benchmarked. We currently have a vacancy for a Senior Engineer in our Schemes & Major Maintenance Team. You’ll play a key role in all aspects of our major Highway Maintenance schemes as well as Highway Improvement schemes that make a key positive difference to our community. We are a small team consisting of Senior Engineers and Engineers, working and building relationships with contractors, elected members, the Liverpool Combined Authority and our residents. The work is varied and ranges from small highway improvements, larger active travel schemes and major carriageway and footway reconstruction. We’re on an ambitious mission to become a leading highway authority, and we’re searching for a talented, driven Senior Engineer - Schemes and Major Maintenance to help us get there. With over £30 million already invested in Active Travel schemes — and £35 million more on the horizon — we’re transforming how people move around our Borough. But that’s not all: We’ve committed £8 million over the next 18 months to enhance roads and footways, creating safer, greener, and more inclusive spaces. Every project supports our long term commitment to improve the health and access for all within the Borough, and the biodiversity of the urban environment.

No two days are the same — from collaborating with developers and managing Section 278 and 184 agreements, to engaging with members of the public about vehicle access applications for crossings to their properties or completing design work for maintenance and improvement schemes there’s a wide variety of opportunities and workload.

We are looking for an experienced and motivated Senior Engineer - Schemes and Major Maintenance to join our team. You will have a strong background in delivering highway programmes within a local authority or similar environment, with hands-on experience managing projects from early design through to construction and final sign-off. You will be confident reviewing developer and contractor proposals, advising on technical standards and legislation, and representing the Council in a range of professional settings. The role requires excellent project management, contract commissioning, and budget monitoring skills, as well as the ability to produce clear reports and committee papers. Key strengths should include stakeholder liaison, negotiation and influencing, bid writing, and delivering excellent customer service. Proficiency in specialist highways software and knowledge of traffic and highway law, technical specifications, and procurement processes are required for success in this role. As this role involves regular travel across the borough and sometimes further afield, a driving license and access to a vehicle are essential requirements.
