Hackney Council is looking for a proven resilience professional to lead the Emergency Planning Team and support the borough in responding to the climate emergency, pandemic and cost‑of‑living crisis. The role focuses on driving continuous improvement, fostering resilient thinking across services, and ensuring that learning from past incidents (Grenfell, Covid‑19, 2020 cyber attack) informs future planning.

Responsibilities

  • Work with services across the organisation to embed resilient thinking in all their work.
  • Ensure the organisation has learned from the Grenfell Phase II Report.
  • Support delivery of the business continuity management programme, including training, exercising and reviews, incorporating lessons from Covid‑19 and the 2020 cyber attack.
  • Lead on professional development of core response staff.
  • Guide team members through the review and revision of emergency plans.
  • Participate in the Duty Council Silver rota.

Requirements

  • Proven, experienced Emergency Planning / Resilience / Business Continuity professional.
  • Strong academic background and ability to implement within an operational environment.
  • Excellent organisational and administrative skills with the capability to meet tight deadlines.
  • Flexibility to work in a pressurised environment and participate in the on‑call 24/7 duty rota.
  • Full manual driving licence.
  • Willingness to attend emergencies at short notice; callout allowance payable for periods on call.
  • Typical hybrid working arrangement: three days in office and two days working from home.
