As Senior Delivery Programme Controls Manager, you’ll lead delivery across the programme portfolio, ensuring alignment to strategic objectives and consistent performance against agreed baselines. The Senior Delivery PCM will provide senior leadership in the governance and programme controls, setting expectations on performance, ensuring cross‑portfolio consistency and leading the strategic engagement with Supply chain and Procurement to drive high‑value outcomes. Programme and Project Controls is central to delivering effective programme and project outcomes. The Senior Delivery PCM ensures programmes and projects are held to account for adherence to established delivery and project management processes ahead of investment decisions, providing independent assurance that robust, validated data informs all decision‑making.
Responsibilities
- Enable consistent and effective delivery across programmes by driving adherence to agreed design, approvals and processes, and aligning delivery approaches to reduce fragmentation and improve overall performance.
- Act as the senior point of escalation and a trusted advisor to Programme Directors and Heads of Infrastructure Delivery, shaping executive‑level decision‑making.
- Ensure lessons learned relating to productivity and supplier performance are consistently applied across programmes, driving enterprise‑wide continuous improvement and strengthening delivery capability.
- Provide senior leadership and direction to a multi‑disciplinary Delivery PCM team across all programmes, ensuring alignment, capability development, and strong performance across the portfolio.
- Demonstrate experience operating at a senior management level within a large, complex capital delivery environment, with accountability for strategic leadership, governance, and organisational performance.
- Deliver effective problem‑solving, applying analytical thinking to complex challenges and developing innovative yet practical solutions.
Qualifications
- Hold a relevant professional qualification or equivalent experience, with strong portfolio, programme, and project controls expertise within delivery‑phase projects.
- Demonstrable experience operating at a senior management level within a large, complex capital delivery environment, with responsibility for strategic leadership, governance, and organisational performance.
- Extensive experience in Programme Controls and PMO processes, including estimating, planning, cost management, risk and change management.
- Deep understanding of programme and project productivity and performance data in the delivery stage, to ensure integrity of data and information reported to support effective decision‑making.
- Proven ability to influence, challenge and shape decision‑making at executive and senior leadership levels, communicating effectively to support strategic outcomes.
- Highly skilled in presenting complex information, insights and recommendations to senior executives and shareholders.
