Role & Responsibilities:
The Chief Technology Officer (CTO) is responsible for defining Raytheon UK's Technology Roadmaps to enhance training transformation and training outcomes across the TTS portfolio. Programme delivery authority remains with programme engineering and delivery organisations. Reporting to the Raytheon UK Chief Technology Officer and the Training Transformation Services Head of Mission Area, the CTO will work closely with the TTS Head of Requirements & Capability (BD) and the TTS Engineering Delivery Lead. The role requires expertise in learning innovation, digital technologies and defence capability to create differentiated solutions for defence and government. The CTO will provide thought leadership in the application of advanced learning science and emerging technologies, including Artificial Intelligence, Extended Reality, simulation, digital twins, data analytics and cloud-based learning environments. The role will help shape future capability roadmaps, support customer engagement activities and ensure Raytheon remains at the forefront of modern training transformation. The CTO will support new business growth, capability development and programme delivery teams. The successful candidate will aid the identification and creation of innovative learning solutions that improve operational readiness, workforce performance and mission effectiveness for customers in the UK and internationally. This high-profile role is to provide technical direction to the TTS Mission area, support to the TTS Mission Area lead, and the Requirements and Capability (BD) function. The Mission area is growing and requires a technical lead able to help build solutions and capture future business. The role requires a strong blend of technical knowledge, strategic planning, and leadership abilities. This role sits alongside a Programme Engineering Manager, responsible for contracted deliverables.
Responsibilities:
- Define and implement the technology strategy and roadmap for JSP 822 DSAT compliant Defence and Government training programs, ensuring alignment with broader MoD training goals and operational objectives.
- Provide appropriate expertise in non-MoD markets.
- Define next-generation learning solutions, integrating evidence-based learning methodologies with emerging technologies.
- Shape customer training transformation strategies and influence future capability requirements across Defence and Government markets.
- Develop strategic partnerships with industry, academia and technology providers to accelerate innovation and market differentiation.
- Develop and maintain technology roadmaps for learning platforms, digital learning environments and synthetic training solutions, ensuring scalability, interoperability and security.
- Act as a senior learning and technology adviser to customers, providing thought leadership on capability, training transformation and future learning architectures.
- Support business growth and the R&C team through customer engagement, opportunity development, capture activities and bid support, helping to shape innovative and differentiated training solutions.
- Support the Mission Area to develop business strategy and business development in the capture of large training design programmes in the UK and worldwide.
- Recommend technology investment priorities and capability development opportunities to support long-term growth and competitive advantage.
- Maintain a technology horizon scanning process of candidate capabilities, lead innovation activities including horizon scanning, technology assessment, research programmes, defining prototypes and proof-of-concept demonstrators.
- Collaborate with training design/media teams and wider functions to ensure training content is deliverable, engaging, interactive, and aligned with learning objectives.
- Engage with our supply chain/external vendors and technology partners to source, evaluate, and implement third-party training solutions as needed.
- Drive a culture of continuous improvement, ensuring that training programs are regularly reviewed, updated, and refined to meet evolving operational needs.
- Specialise in individual training, with an appreciation of collective training.
- Liaise with the lead technical roles on the adjacent but separate Omnia ACTS delivery.
- Delegate work packages to the team and manage progression of delivery in a high performing team environment.
- Act as the technical design Authority for new business proposals working alongside other functions such as project management, commercial and supply chain to produce cohesive and winning solutions.
- Demonstrable experience in simulation and synthetics, including a working knowledge of JSP939 and experience in requirements setting for simulation, synthetics and safety, and subsequent integration into a learning environment.
- Experience in implementing Learning management Systems and an understanding of virtual learning environments.
- Contribute to Raytheon UK's intellectual property, future offerings and strategic technology within the learning and training domain.
Required experience:
- Demonstrable experience in a Training Design setting.
- Proven ability to develop technology strategies, roadmaps and business cases that support organisational and customer transformation objectives.
- Strong understanding of learning science, adult learning principles and modern instructional design methodologies.
- Experience applying emerging technologies such as Artificial Intelligence, Adaptive Learning, Extended Reality (VR, AR and MR), simulation, synthetic environments and digital twins to learning and capability challenges.
- Experience working directly with military, government or regulated-sector customers, with an understanding of operational capability development and training requirements.
- Familiarity with Experiential learning techniques.
- Strong customer engagement and stakeholder management skills, with the ability to build credibility and influence senior leaders across customer and industry organisations.
- Understanding of cybersecurity, information assurance and interoperability considerations associated with defence and government technology environments.
- Familiarity with Synthetic training environments.
- Demonstrable understanding of AI/ML, Generative AI, agentic systems, analytics and knowledge-centric architectures (including RAG) and their application to defence training transformation.
- Data Analytics techniques LLM and RAG exploitation to optimise processes and maintenance operations.
- Familiarity with simulation technologies and modelling environments (e.g. Matlab/Simulink).
- Familiarity with JSP 822 DSAT & JSP 939.
- Eligible to obtain and maintain UK Security Clearance (SC), with the ability to obtain Developed Vetting (DV) clearance if required.
