The Cloud, Security & Infrastructure (CSI) Manager will lead and manage the Cloud, Security and Infrastructure Team, ensuring the organisation's ICT infrastructure, networks, cloud platforms, security systems, databases, phone systems, and applications remain secure, resilient, high-performing, and customer-focused.

The successful candidate will be responsible for motivating, developing, and managing internal technical teams while coordinating external subcontractors and ICT suppliers. The role will work closely with the wider ICT Team, Business Improvement Team, and Programme and Project Office to deliver secure, scalable, and robust digital technology solutions.

Tasks

Cloud, Infrastructure & Technology Strategy

  • Develop and deliver a secure hybrid cloud infrastructure strategy aligned with the Digital Technology Roadmap.
  • Support the identification and evaluation of technology solutions and services.
  • Lead or contribute to business case development, solution selection, and procurement of cloud, infrastructure, security software, and hardware.
  • Actively contribute to the organisation's Digital Technology Roadmap and wider technology strategy.
  • Lead the continued transition towards cloud-first platforms.
  • Manage evergreen cloud updates and forward planning for regular cloud infrastructure improvements.
  • Manage the organisation's hybrid infrastructure and configuration.
  • Work closely with the Applications Manager and Applications Team to support databases and underlying technology platforms.
  • Proactively monitor emerging industry, technology, security, and infrastructure trends.

Security & Compliance

  • Promote and ensure the delivery of secure and resilient ICT solutions.
  • Lead organisational and technical security controls to maintain Information Security Management System (ISMS) certification against ISO 27001:2022.
  • Work closely with the Technical Security Manager and Infrastructure Manager to maintain appropriate security controls.
  • Lead the implementation and ongoing management of a Security Information and Event Management (SIEM) solution.
  • Ensure appropriate risk-based security controls and monitoring mechanisms are implemented.
  • Support the security and protection of the organisation's electronic information systems.
  • Assist in developing and testing contingency, incident response, disaster recovery, and business continuity plans.
  • Act as a key member of the Business Continuity Incident Management Team.

Infrastructure & Service Management

  • Ensure the effective operation, performance, resilience, and availability of local and wide area networks, cloud platforms, applications, databases, and communication systems.
  • Lead and participate in the specification and procurement of security, network, and cloud infrastructure components.
  • Manage the deployment of ICT hardware and software.
  • Oversee configuration, change, and release management activities.
  • Monitor applications and infrastructure to ensure performance and service availability.
  • Promote ICT service management best practices.
  • Provide technical support and guidance for ICT systems.
  • Support the Customer Services and Applications Teams where required.

Team Leadership & Management

  • Lead, motivate, manage, and develop the Cloud, Security and Infrastructure Team.
  • Directly manage key technical staff, including the Technical Security Manager, Infrastructure Manager, and Infrastructure Analysts.
  • Manage performance, professional development, and technical training of team members.
  • Effectively allocate and manage workloads across internal staff and external subcontractors.
  • Provide clear technical and operational direction to the team.
  • Ensure the successful delivery of complex ICT projects and operational outcomes.
  • Be accountable for all outputs delivered by the Cloud, Security and Infrastructure Team.

Supplier & Stakeholder Management

  • Manage external ICT suppliers and subcontractors in accordance with contractual requirements and Service Level Agreements (SLAs).
  • Build and maintain effective relationships with technology suppliers and service providers.
  • Work collaboratively with senior managers and diverse business stakeholders.
  • Define and deliver large-scale and complex IT and digital solutions aligned with organisational strategic priorities.
  • Collaborate with the Programme and Project Office to support the continuous delivery of new and enhanced technology solutions.

Requirements

Network, Cloud & Infrastructure Management

  • Demonstrable experience managing resilient enterprise computer network infrastructure.
  • Experience establishing and supporting office ICT infrastructure and connectivity.
  • Strong experience providing connectivity to remote applications and services.
  • Experience managing hybrid cloud environments.
  • Proven ability to monitor applications and infrastructure to maintain high performance and availability.

Information Security & Compliance

  • Experience supporting secure information systems aligned with at least one of the following standards or frameworks:

  • Cyber Essentials

  • GovAssure

  • ISO 27001

  • Strong understanding of risk-based security controls and security monitoring.

  • Knowledge of information security management and secure infrastructure practices.

  • Experience with SIEM solutions is highly desirable.

  • Knowledge of ISO 27001:2022 and ISMS environments.

Leadership & Team Management

  • Proven experience managing, motivating, and leading internal technical teams.
  • Experience managing third-party infrastructure analysts and technical resources.
  • Demonstrable experience leading teams to deliver complex ICT projects.
  • Strong performance management and staff development capabilities.
  • Ability to provide clear leadership, technical direction, and operational guidance.

Stakeholder & Project Management

  • Experience working collaboratively with senior managers and diverse stakeholders.
  • Proven track record of defining and delivering IT or digital solutions of significant scale and complexity.
  • Strong analytical thinking and problem-solving skills.
  • Excellent organisational, project management, and time management skills.
  • Ability to align technology solutions with strategic business priorities.

Commercial & Supplier Management

  • Experience developing business cases for ICT and technology solutions.
  • Experience procuring technical solutions, services, software, and hardware.
  • Proven experience managing supplier relationships.
  • Strong understanding of SLA and contract management.
  • Ability to work with suppliers to develop and deliver effective technical solutions.
