Job Description

Purpose of the post

  • Ensure that the people of Gwynedd are at the centre of everything we do.
  • Carry out skilful activities including setting out work, driving and operating heavy equipment, maintaining highway works.
  • Take part in the out of hours on-call system as required.
  • Working overtime outside working hours.

Responsibility for functions

  • Responsibility for the vehicles, equipment, machinery, and goods.
  • Use WDM EZYTREEV computer tablet, Structures, NMWTRA Trimbull (Gully Emptying).
  • Provide guidance to sub-contractors, JCB drivers, lorries, and planer etc.

Main duties

  • Drainage.
  • Maintain a footway e.g., kerbing, slabbing.
  • Ironwork e.g., gully and manholes.
  • Concrete work.
  • Walling.
  • Sector Scheme 2A/2B Security Fencing.
  • Drilling work.
  • Tarmac work including patchwork.
  • Sector Scheme Number 13 dressing.
  • Sector Scheme Number 7 road marks.

Other Duties including

  • Traffic control and work on Sector Scheme 12A/B/C/D high speed roads.
  • Move, replace, and compress soil, stones, and other materials.
  • Cut trees including using MEWP and a woodchipper.
  • Plant and maintain highway environs in general.
  • Maintain ditches.
  • Put up permanent and temporary signs.
  • Respond to severe weather, floods, and overflows etc.
  • Manholes.
  • Winter maintenance work, including gritting, dealing with floods, clearing trees, City and Guilds Winter maintenance.
  • Jetting and gully emptying.
  • Keep a record of daily work and the goods, machinery etc. used.
  • Weedkilling.

Working from a height

  • Drive / use heavy machinery for example:
  • Vehicles under and over 3.5T.
  • Gritting machinery.
  • Snow ploughs.
  • Hotbox.
  • Sweeping Vehicle.
  • Gully emptying machine.
  • Telehandler.
  • Dressing machinery – tanker, chipper, and roller.
  • Skid Steer machine including Mini Planer, bucket and a brush.
  • 360 digger, tractor, and dumper.
  • MEWP.

When using the vehicles and machinery, there will be a need to

  • Drive vehicles in a safe and courteous manner in accordance with the road\’s speed restrictions and within the requirements of the law.
  • Comply with the Fleet Department\’s Policy, that includes conducting appropriate inspections on the vehicles/machinery to ensure that they are safe to be on the road. Record every diversion and report any defects immediately.
  • Attend relevant training for CPC, vehicles / machinery.

Using handheld tools for example

  • Chainsaw with an extension.
  • Lawn and hedge mower, leaf blower.
  • Road crusher.
  • Compactor machine.
  • Small roller.
  • Circular saw.
  • Use an electronic tablet to record and locate work.

Health and Safety

  • Responsible for ensuring your own safety, the safety of colleagues, and members of the public.
  • Work in accordance with the managing safely procedures, risk assessments, the Council\’s policies in accordance with the worker\’s responsibilities as noted in the Health and Safety at Work 1974.
  • Contribute to the service\’s risk assessment and take part in Health and Safety inspections and demonstrate an understanding of the risks and compliance.
  • Report and assist with completing reports on accidents / violent incidents (HS11) as well as Insurance Forms.
  • Comply with specific rules and instructions in public spaces.
  • Wear appropriate personal protective equipment including protective equipment for purposeful tasks.
  • You will be expected to participate in first aid training.

  • Responsible for self-development.
  • Attend any training that is relevant to the post.
  • Work within the Council’s policies in relation to equal opportunities and equality.
  • Responsibility for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is treated in accordance with Data Protection legislation.

Special circumstances

  • It is essential that the worker is willing to participate in the Council\’s on-call system as required and there will be a need to work outside working hours to respond to emergencies such as severe weather, winter maintenance and accidents etc.
  • Requirement to work outside normal working hours as required.
  • Clear the carriageway following any accidents, including waste such as blood etc.
