Guildford Borough Council is seeking a motivated, experienced and innovative Senior Compliance and Review Officer to join our Specialist Homelessness and Housing Options team. This is a key role ensuring fair, lawful and high quality homelessness services for residents across the borough.
We offer hybrid working, flexible hours, an essential car user allowance and dedicated parking.
The Role
- You will lead on statutory S.202 homelessness reviews, ensuring decisions are robust, evidence-based, and compliant with the Housing Act 1996.
- Working closely with legal teams and senior managers, you'll help shape best practice, reduce legal challenges, and support continuous service improvement.
- You’ll also oversee complaints, contribute to performance monitoring, and provide expert advice to colleagues across the Homelessness Prevention and Triage teams.
Key Responsibilities
- Carry out statutory homelessness reviews under Part 6 of the Housing Act 1996.
- Manage complex caseloads and produce legally sound review decisions.
- Provide legal and procedural guidance to frontline teams.
- Monitor cases requiring homelessness assistance and ensure safeguarding compliance.
- Represent the service at Public Protection meetings and complete follow-up actions.
- Ensure vulnerable residents, including those with disabilities, receive appropriate support and accommodation.
- Prepare and quality-check HCLIC returns and monitor Duty to Refer notifications.
- Ensure compliance with KPIs and the Local Government Outcomes Framework.
- Respond to MP/Councillor enquiries and Level 1/2 housing complaints.
- Provide out-of-hours senior cover (10pm-8.30am and weekends on a rota).
- Act as on-site cover for the Homelessness Prevention Team Leader when required.
