Responsibilities

  • Lead and supervise a team of seven Neighbourhood Enforcement Officers addressing street scene issues, including fly‑tipping and improper waste presentation.
  • Work closely with Surrey Police and the Waverley and Guildford Community Safety Partnership to enforce Public Space Protection Orders (PSPOs) and support initiatives aimed at reducing anti‑social behaviour.
  • Support investigations and evidence gathering for enforcement actions, including the issuing of CPWs/CPNs and FPNs, conducting formal interviews under PACE, and preparing case files for court proceedings.
  • Liaise with colleagues across Regulatory Services to resolve complex and multi‑disciplinary community issues.
  • Develop and implement strategies and procedures aligned with Corporate and Service priorities and monitor performance against agreed objectives.

  • Possess a strong background in applying and escalating environmental crime legislation to achieve compliance, providing credibility as the Council's environmental enforcement expert.

  • Have a sound understanding of the governance requirements associated with the use of CCTV.
