Purpose of the Job

Responsible for one or more HR specialist areas and/or operate as a professional/ technical specialist working with services to improve organisational performance through the provision of HR&OD practices.

Principal Accountabilities

  • To manage HR&OD casework providing consistent, pragmatic and effective advice on the management and resolution of people issues whilst providing a high quality, professional and solution-based service to managers and employees.
  • To apply judgment to specific circumstances and maintain consistency of practice, complying with legislation and managing risk to the organisation whilst optimising resources to deliver highly effective and creative solutions.
  • To work in partnership with the client group and HR colleagues across the service at all levels to establish an excellent understanding of the service needs and the challenges they face to facilitate solutions, supporting managers to achieve organisational and staffing objectives.
  • To provide supervision/line management as appropriate to other HR Advisory colleagues.
  • Responsible for providing support and specialist technical advice in change management to ensure managers are able to effectively manage performance and proceed with change to support departmental and organisational objectives.
  • To lead in organisational change project work to support the organisational change improvement of the HR offering across the Client's.
  • To support and advise managers at formal meetings, hearings and appeals convened under the Client's personnel procedures.
  • To keep up to date with employment law and understand and advise on the Client's HR policies and procedures in line with employment law and recent case law.
  • Analyse and assess complex information to help inform decision making and make recommendations for improvement or development of existing systems, processes or policy.

Job Related Education, Qualifications and Experience

  • Fully CIPD qualified or able to evidence equivalent knowledge and experience.
  • Up to date knowledge and understanding of employment legislation.
  • Significant practical experience of advising customers on complex case work or within a specialist area of HR & OD, applying policy, relevant case law and a balanced approach to risk and resolving issues promptly.
  • Demonstrable experience of working in a busy and pressurised human resources environment.
  • Experience of working in a large and complex organisation and in a unionised environment.
  • Experience of successful project management
