The Capital Programme Delivery Manager is directly responsible for the development and delivery of the Parks Service's capital programme ensuring this is managed on time and to budget and aligned to corporate expectations and processes.
The role is responsible for managing complex capital projects and programmes, providing leadership to project teams, managing stakeholder relationships, overseeing budgets and business cases, and ensuring effective programme governance and risk management.
Key job outcomes:
- Successfully shapes, plans and delivers programmes and projects (or a portfolio of related projects) on time, to budget and of the desired quality through effective application of the most appropriate programme and project management methodology/s.
- Develops and manages business cases and budgets effectively and in line with Bristol City Council's financial procedures and regulations; accurately models benefits and manages actual/forecast expenditure to within agreed tolerances and dealing with variances appropriately.
- Develops and maintains a detailed, integrated, logical plan, often with complex interdependencies. Uses this effectively to deliver, evaluate, monitor and report on progress against agreed targets and to forecast delivery timescales, completion, resources and costs accurately.
- Provides effective leadership to the programme or project team, enabling them to successfully deliver their own work packages or projects - through ongoing support and guidance on all aspects of project delivery.
- Effectively manages risk through analysis, mitigation and contingency planning; where appropriate the post-holder provides senior stakeholders with clear analysis, options evaluation and recommendations to enable decision-making.
- Sets realistic goals, defines success criteria and agrees with key stakeholders, then monitors and reports delivery against this providing analysis and intelligence to support proactive troubleshooting in problem areas.
