A leading infrastructure contractor is seeking an experienced HSQE Manager to oversee Health, Safety, Quality and Environmental performance across a diverse portfolio of rail and infrastructure projects throughout Scotland. This is a strategic and operational leadership role, managing a team of HSQE Advisors while partnering closely with operational teams to drive a positive safety culture, continuous improvement and regulatory compliance across multiple specialist disciplines.

The organisation delivers a broad range of projects including civil engineering, drainage, earthworks, fencing, vegetation management, rope access, specialist plant operations and emergency response works. The successful candidate will therefore have exposure to varied, high-risk operational environments and the opportunity to influence HSQE performance across a significant regional portfolio.

Key Responsibilities
  • Lead and develop a team of three HSQE Advisors across Scotland.
  • Provide visible leadership and support to operational management teams.
  • Ensure compliance with all relevant Health, Safety, Quality and Environmental legislation, standards and company procedures.
  • Conduct audits, inspections and assurance activities across multiple project sites.
  • Lead incident investigations, root cause analysis and corrective action programmes.
  • Monitor and report on HSQE performance metrics and improvement initiatives.
  • Support tender submissions, project mobilisation and client engagement activities.
  • Drive behavioural safety initiatives and promote a proactive safety culture.
  • Work closely with senior operational leaders to manage risk across rail, civils and infrastructure projects.
  • Provide guidance on environmental compliance, quality management and continuous improvement programmes.
  • Support emergency and reactive works where HSQE leadership is required.
About You

We are particularly interested in candidates from high-risk operational sectors. You will ideally have:

  • Proven experience in an HSQE leadership or management position.
  • Experience managing and developing safety teams.
  • Excellent incident investigation and stakeholder management skills.
  • Ability to influence operational teams and senior management.
  • Experience supporting multi-site operations across a large geographical region.
  • Strong understanding of risk management, auditing, and compliance frameworks.
Qualifications

Essential:

  • Driving license

Desirable:

  • NEBOSH qualification
  • IOSH qualification or membership
  • Lead Auditor qualification
  • Environmental or Quality management qualifications
  • Experience within plant, rope access, drainage, fencing, earthworks, or civil engineering disciplines.
