At Greater Thameslink Railway (GTR) and Network Rail Sussex, we are creating a more integrated railway, bringing track and train closer together to improve safety, performance and outcomes for passengers, colleagues and communities. We are seeking an exceptional integrated Health, Safety & Security Director to join the Executive leadership of the integrated railway and lead health, safety, security and occupational health across both GTR and Network Rail Sussex Route. This is one of the most significant safety leadership roles in the UK rail industry.
The successful candidate will hold executive responsibility for developing and delivering a whole-system health, safety, security and occupational health strategy across a large, operationally complex and highly regulated railway. Working across organisational boundaries, you will provide visible leadership to ensure the integrated railway protects its people, passengers, assets and reputation. You will strengthen safety culture, improve operational risk management and assurance, and ensure that health, safety and security are embedded in every aspect of decision-making.

What you'll be responsible for:
- Lead the development and delivery of GTR's integrated Health, Safety and Security Strategy.
- Act as the Executive lead for health, safety, security, and wellbeing across the organisation.
- Strengthen safety culture, operational risk management and behavioural change across colleagues, leaders and frontline teams.
- Provide strategic oversight of operational safety, occupational health and safety, security, business continuity, and assurance.
- Lead GTR and Network Rail Sussex Route's response to emerging security risks, including anti-social behaviour and customer-facing security challenges.
- Lead relationships with key stakeholders including the ORR, HSE, RAIB, British Transport Police and Network Rail.
- Act as a senior ambassador for the integrated railway externally and participate in the Executive on-call rota.
- Inspire and lead a high-performing team, fostering collaboration, innovation and accountability.
What We're Looking For
- We're looking for a strategic leader with a proven track record of delivering safety excellence within a large, complex organisation.
- Demonstrable success in driving major safety culture and behavioural change programmes.
- Strong knowledge of UK health and safety legislation, regulatory compliance and assurance.
- Experience of occupational health, wellbeing and workforce risk management.
- Understanding of security risks and mitigation within a large operational environment.
- Strong stakeholder management skills, with the ability to influence at Executive, regulatory and industry level.
- Experience working in a unionised and highly regulated environment.
- Professionally qualified in Health & Safety, with membership of a relevant professional body (e.g. IOSH).
- Excellent leadership, analytical, and decision-making capabilities.
