We are supporting a high-profile government reform programme at the centre of a £100m innovation fund focused on transforming public service delivery across the UK. This team works in partnership with local authorities, government departments and devolved administrations to design, test and scale innovative, evidence-based solutions that improve public outcomes. Using a "Test & Learn" approach, the programme drives preventative interventions, place-based reform and mission-focused delivery. This is a key role supporting multidisciplinary teams to accelerate impact within complex, non-digital environments.

Contract: 3 Months

Rate: £650 per day (Umbrella)

IR35: In Scope

Location: Hybrid - 1 day per week in either London, York, Sheffield, Manchester or Glasgow

Security Clearance: BPSS

The Role

As Programme Support Manager (Delivery Manager level), you will be accountable for the performance and effectiveness of delivery teams. You will build strong, collaborative working environments and help teams focus on delivering measurable outcomes at pace. You will operate directly with accelerators and policy teams, facilitating delivery flow, removing blockers and embedding Agile and Lean practices to drive continuous improvement.

Key Responsibilities

  • Build and maintain motivated, high‑performing multidisciplinary teams
  • Identify and remove delivery obstacles, risks and dependencies
  • Facilitate delivery flow and manage pace and tempo across initiatives
  • Coach teams in Agile and Lean tools and techniques (particularly in non-digital settings)
  • Encourage a culture of continuous improvement
  • Actively manage internal and external risks, issues and stakeholder dynamics

Essential Experience

  • Strong programme management experience within complex public sector environments
  • Proven Agile delivery expertise, particularly in non-digital settings
  • Experience coaching and supporting multidisciplinary teams
