We are seeking an experienced Programme Manager to join a growing PMO team and lead the successful delivery of large-scale public sector, infrastructure, estates, and construction programmes.

The Role
As Programme Manager, you will take ownership of a portfolio of projects, ensuring programmes are delivered to agreed scope, budget, quality, and timescales. Working closely with senior leadership, clients, contractors, and delivery teams, you will play a critical role in ensuring successful outcomes across complex estates and infrastructure programmes.
Key Responsibilities
- Lead and oversee the delivery of multiple projects within a wider programme framework.
- Ensure programmes are delivered against agreed objectives, budgets, schedules, and quality standards.
- Embed and maintain effective programme governance, reporting, and risk management processes.
- Build strong relationships with public sector clients, government agencies, contractors, consultants, and internal stakeholders.
- Manage programme-level risks, issues, dependencies, and change controls.
- Work collaboratively with PMO and project teams to ensure efficient resource allocation and prioritisation.
- Monitor programme performance, reporting on key milestones and KPIs to senior stakeholders.
- Drive continuous improvement across programme delivery, governance, and reporting practices.
- Support strategic decision-making through accurate programme analysis, forecasting, and performance reporting.
About You
You will be an experienced Programme Manager with a strong track record of delivering complex infrastructure, estates, construction, or transformation programmes.
Essential Experience
- Significant programme or senior project management experience within public sector, infrastructure, construction, estates, or related environments.
- Experience managing multiple projects and workstreams within a programme structure.
- Strong knowledge of programme governance, reporting frameworks, and risk management processes.
- Excellent stakeholder management skills with the ability to influence and build relationships at all levels.
- Strong commercial awareness and the ability to balance quality, cost, risk, and programme objectives.
- Excellent communication, organisational, and problem-solving skills.
- Ability to work independently, take ownership, and deliver results in a fast-paced environment.
Desirable Experience
- Knowledge of the construction industry and the RIBA Plan of Work stages.
- Understanding of public sector procurement and delivery models.
- Experience with NEC4 contracts or similar contract management frameworks.
- Experience working on government estates, capital investment, lifecycle replacement, or operational transformation programmes.
- Proficiency in Smartsheet, Power BI, Excel, or similar programme management and reporting tools.
- PMO, Programme Controls, or Portfolio Management experience.
