Groundwork

Groundwork North Wales (GWNW) is entering the delivery phase of its National Lottery Heritage Fund project. The Project Evaluator will lead evaluation of this phase, ensuring learning and outcomes are captured and the sites remain sustainable.

Overview

The role supports the client in refining the evaluation framework, setting up monitoring procedures, gathering data, and analysing and reporting results. The evaluator works closely with the project team to embed evaluation into programme design and to support legacy planning through comprehensive reporting.

Responsibilities

  • Implement and review the Clywedog Valley Evaluation Plan using the evaluation framework and Theory of Change.
  • Coordinate and carry out evaluation activities using mixed methods such as surveys, interviews, reflective sessions, and creative feedback tools tailored to priority audiences.
  • Collaborate with the Project Manager and delivery team to embed evaluation into public programmes, community events, training activities, and organisational change.
  • Engage with the Clywedog Valley Partnership, stakeholders and staff to co‑reflect on outcomes, ensuring community voices inform findings.
  • Facilitate reflective practice among the project team at key intervals to support adaptive learning and internal review.
  • Analyse quantitative and qualitative data to assess performance against agreed outcomes, including TNLHF outcome areas.
  • Produce interim reports to support funder updates, steering group reviews and internal decision‑making.
  • Prepare a final summative evaluation report that synthesises findings, articulates impact and offers recommendations for legacy planning and future programming.
  • Support public sharing of learning where relevant, contributing to communications, visual summaries, presentations or articles.

Outputs

  • Attend an inception meeting with the Project Manager to confirm methodology, refine the Evaluation Plan, and agree delivery milestones.
  • Produce a revised Evaluation Schedule with agreed data collection touchpoints and delivery intervals.
  • Produce interim reports of key findings and recommendations for ongoing evaluation activities across project strands.
  • Provide summary outputs for funder reporting and steering group updates (e.g., interim snapshots or short internal briefs).
  • Create a final summative evaluation report (c.25–30 pages) documenting outcomes, evidence of impact and forward‑looking recommendations for the Clywedog Valley engagement strategy.
  • Contribute to public‑facing evaluation outputs in collaboration with the Project Manager and GWNW Communications Manager.

  • Cover letter or supporting statement (max.2 pages) – outline relevant experience, understanding of the Clywedog Valley project aims and approach to inclusive evaluation.
  • CV or biography (max.3 pages) – details of relevant evaluation work, especially community engagement and heritage projects supported by TNLHF or equivalent funders.
  • Selected examples of previous evaluation work (max.3 pages) – summarise one or two projects, outline challenges, methodologies and application of findings.
  • Fee proposal and confirmation of capacity (max.1 page) – fixed‑price quote, cost breakdown, additional expenses, VAT registration and availability.
