The Building Safety Manager is a key role within Grosvenor Property UK, responsible for leading the effective oversight and delivery of fire and structural safety across the London Estate.

Covering approximately 170 multi-occupied residential buildings and 14 Higher-Risk Buildings (HRBs), you will help ensure residents can live safely and confidently in their homes while supporting GPUK in meeting its statutory obligations under the Building Safety Act and associated regulations.

Working collaboratively with internal teams, managing agents, contractors, consultants, leaseholders and regulators, you will drive continuous improvement in building safety standards while supporting the delivery of a robust, transparent and auditable Building Safety Management System across the estate.

Key Responsibilities

  • Support GPUK in discharging Accountable Person duties under the Building Safety Act and Fire Safety Order.

Lead the development, maintenance, and periodic review of Building Safety Case Reports for HRBs, ensuring they remain compliant and reflect current building risk profiles.

Commission and manage the preparation of new Safety Cases where additional properties are brought into scope.

Coordinate responses to regulatory information requests and support Building Assessment Certificate applications.

Ensure that learning and risk insights arising from Safety Case development are embedded across the wider London Estate.

Provide subject matter expertise on Building Safety Act requirements, including golden thread information, Mandatory Occurrence Reporting, the safety case regime, regulatory interfaces and lifecycle information management.

Support the implementation and monitoring of competence requirements for those undertaking safety-related functions, ensuring alignment with industry standards and regulatory expectations.

Support the integration of building safety requirements into related processes, including Licence to Alter approvals within HRBs.

  • Drive effective delivery of building safety across the estate.

Work with Building Surveying, Major Works, Property Management and Facilities Management teams to plan, prioritise, and deliver safety-critical investigations, maintenance, and capital works.

Provide building safety oversight and challenge for building alterations, refurbishment projects, licence to alter applications and change management activities within HRBs.

Ensure building safety recommendations and remediation programmes are proportionate, evidence-based and represent value for money while maintaining statutory compliance and appropriately managing resident risk.

Support the consistent identification, assessment, and management of fire and structural risks across the portfolio.

Support Gateway submissions and works on in-scope buildings.

  • Lead resident engagement and safety communication.

Ensure compliance with resident engagement requirements under the Building Safety Act, working with Property Management teams to deliver clear, transparent communication.

Promote a proactive culture of resident engagement, ensuring concerns are addressed and residents feel informed and reassured regarding building safety.

Support the development of customer-facing communications relating to building safety programmes, helping ensure residents understand the rationale, timing and impact of proposed safety improvements.

  • Manage and continuously improve the Building Safety Management System.

Maintain and enhance the Property Management Building Safety System, ensuring alignment with current legislation and industry best practice.

Provide guidance, training, and assurance to internal teams and managing agents on the application of the system.

Undertake audits and performance reviews to monitor compliance and drive continuous improvement.

Develop and monitor building safety performance indicators, compliance metrics and risk reporting to support governance, assurance and executive reporting requirements.

Oversee the tracking and closure of actions arising from fire risk assessments, audits, inspections, and regulatory activity.

Lead the identification, assessment and escalation of building safety risks, ensuring risks are recorded, monitored and reported through appropriate governance arrangements.

  • Stakeholder engagement and regulatory interface.

Build and maintain effective working relationships with regulators, consultants, contractors, and managing agents to support compliance and good practice.

Support GPUK Directors in regulatory engagement and external liaison on building safety matters.

Support regulatory inspections, Building Assessment Certificate processes and responses to Building Safety Regulator enquiries.

Promote alignment and knowledge-shares across internal teams to ensure a coordinated approach to risk management and compliance.

  • Key Requirements
  • Building safety knowledge: in-depth knowledge of the Building Safety Act 2022 and the Regulatory Reform (Fire Safety) Order 2005 and their application.
  • Membership of a relevant professional body (e. g. CIOB, IFE, IFSM, IWFM, RICS).
  • CIOB Building Safety Management – Level 6 Diploma would be desirable.
  • Proven experience of safety case management for higher-risk residential buildings (HRBs), including development, review and ongoing maintenance of Building Safety Case Reports.
  • Strong understanding of building safety case principles, building control processes, resident engagement requirements, and the role of the Building Safety Regulator.
  • Proven experience managing building fire safety in residential high-rise buildings, including remedial action programmes generated by FRAs.
  • Strong knowledge of construction, active and passive fire safety systems, fire risk assessments and relevant guidance.
  • Excellent stakeholder engagement skills.
