The Role: As the Pre-Construction Technical Officer, you will lead on all technical planning and pre-construction activities, producing detailed specifications, drawings, feasibility studies and compliance checks to support planned works, regeneration, net zero programmes and major investment schemes. You'll work closely with internal teams, consultants, contractors and residents to make sure every project starts on the right footing, fully aligned with legislative, safety and quality standards.
Key Responsibilities:
- Produce detailed technical specifications, briefs, drawings and schedules for planned works, regeneration and net-zero projects.
- Carry out technical assessments, feasibility studies, site surveys and property inspections.
- Ensure all pre-construction documentation meets regulatory, safety and policy requirements, including Building Regulations, CDM, Asbestos regulations and the Building Safety Act.
- Prepare preliminary costings, tender documents and support procurement processes.
- Support the integration of Decent Homes, compliance and Building Safety Act requirements into project planning.
- Maintain project documentation, H&S files, risk registers and reporting for managers.
- Liaise with internal teams, consultants and contractors to ensure smooth transition from design to delivery.
- Support contractor vetting for quality, safety and value.
- Engage with residents and support communication during planning stages.
- Champion quality, compliance and best practice across all pre-construction activities.
- Contribute to continuous improvement and development of technical standards.
What We’re Looking For:
- Strong technical knowledge of construction methods, building regulations and compliance requirements.
- Ability to produce technical specifications, drawings and high-quality project documentation.
- Good understanding of H&S legislation, property compliance and housing law (HHSRS, disrepair).
- Excellent communication, organisational and problem-solving skills.
- Competence in Microsoft Office and construction-related software (CAD, scheduling, etc.).
- Ability to work across multiple teams and levels, supporting collaborative project planning.
- Experience in technical planning, specification writing or pre-construction within housing, construction or asset management.
- Experience diagnosing building defects and undertaking site surveys.
Qualifications Required:
- HNC/HND, NVQ Level 3 or equivalent technical construction qualification.
- Professional membership (RICS, CIOB or similar) desirable.
