The PCN Operations Manager is a lead role within a complexenvironment of primary care management.

The role will manage the day-to-day operations of the PCN, including managing staff and physical resources.

Main duties of the job

The PCN Operations Manager will be responsible for thedelivery of the PCN DES including delivery of targets associated with the PCNInvestment & Impact Fund requirements and instrumental in GreaterMiddlesbrough PCN progressing its PCN development plan.

This role will work closely with the PCN Executive Committeeand the Board members and develop strong relationships with local partnerorganisations.

Please note the role will be based across all eight practices within the Greater Middlesbrough PCN.

Multidisciplinary teams that currently consist ofClinical Care Coordinator, Care Coordinators, Clinical Pharmacists, MentalHealth Practitioner, First Contact Physio and Social Prescribing Link Workers

SystmOne and EMIS clinical systems.

Job responsibilities

The PCN Operations Manager is a lead role within a complex environment of primary care management.

The role will manage the day-to-day operations of the PCN, including managing staff and physical resources.

The PCN Operations Manager will be responsible for the delivery of the PCN DES including delivery of targets associated with the PCN Investment & Impact Fund requirements and instrumental in Greater Middlesbrough PCN progressing its PCN development plan.

This role will work closely with the PCN Executive Committee and the Board members and develop strong relationships with local partner organisations.

Job Responsibilities:

– To play a pivotal role in the delivery of high-quality primary health care within Greater Middlesbrough PCN.

– Support the Clinical Director and PCN board to ensure the smooth running of the PCN

– To be involved in the management and development of the PCN

– To be responsible for the production of performance and quality reports within the PCN and other PCN initiatives

– To provide supervision and support to the PCN Finance Manager and have oversight of the financial systems/payments to all the practices within the PCN as required.

– To manage the administrative functions of the PCN including HR, Finance, Health & Safety and Project Management.

– To raise awareness at board level when there are issues regarding capacity to carry out PCN work in individual practices.

– To oversee data submission and ensure that data is accurate, complete and submitted on time

– Ensure the PCN is compliant with the GDPR and FOI along with other relevant legislation and professionalinformation management standards such as GMC/BMA and LMC guidance

– To represent Greater Middlesbrough PCN in cross organisation meetings when agreed e.g. ICB meetings and

– Attend PCN managers meetings and reporting back to the Board /PMs.

– To identify funding and workstream opportunities for the PCN and apply or bid as directed.

– On behalf of the PCN to be the key point of contact regarding national and local PCN guidance and legislation attending meetings as required.

– Being responsible for the timely return of all network information, reporting and statistics as required locally or nationally.

– Collection and analysis of practice activity information relevant to the network and the reporting of this to the PCN Governing Body and external bodies as appropriate.

– Liaising with practices to ensure that, as necessary, all managers and clinicians are aware of administrative and clinical requirements of PCN legislation and guidance.

– Meet timescales/deadlines for audits and written returns to ensure that the PCN meets quality standards and receives the designated funding.

– Planning and implementing all ARRS staff requirements.

– Employing, managing, motivating, and developing all staff employed to work at PCN level. All standard HR functions (clinical direction excepted).

– Financial administration, budget preparation, forecasting and monitoring of all PCN related income and expenditure.

– Preparation of management and financial accounts in conjunction with accountants.

– Operational and project management of all identified or directed PCN level projects or projects that benefit all PCN practices.

– Stakeholder liaison internally and externally to the PCN making and building relationships as required.

– Corporate governance (including but not limited to Employment, Health & Safety, Company Laws, GDPR/FOI, Corporate reporting, PAYE, VAT, corporation and income taxes, NHS Pensions, or other pension options).

General Duties

– At all times to behave in a professional way that encouragesquality care, the development of a team spirit and fosters continualimprovement across the PCN.

– Information relating to patients, carers, colleagues, other healthcare workers or the business of the PCN may only be divulged to authorised persons in accordance with the PCN policies and procedures relating to confidentiality and the protection of personal and sensitive data.

Health & Safety:

– The post-holder will assist in promoting and maintaining their own and others health, safety and security as defined in the PCN health & safety policy, the PCN health & safety manual, and the PCN infection control policy and published procedures. This will include:

– Using personal security systems within the workplace according to PCN guidelines

– Identifying the risks involved in work activities and undertaking such activities in a way that manages those risks.

– Making effective use of training to update knowledge and skills.

– Using appropriate infection control procedures, maintaining work areas in a tidy and safe way and free from hazards

– Actively reporting of health and safety hazards and infection hazards immediately when recognised

– Keeping own work areas and general/patient areas generally clean, assisting in the maintenance of general standards of cleanliness consistent with the scope of the job holders role

– Undertaking periodic infection control training (minimum annually)

– Demonstrate due regard for safeguarding and promoting the welfare of children.

Qualifications

Experience

  • Management / leadership experience
  • Understanding of, and commitment to, equality, diversity and inclusion
  • Knowledge of IT systems to include the ability to use word processing skills, emails and internet
  • An understanding of the nature of general practice and Primary Care Networks
  • Ability to build and maintain relationships whilst maintaining appropriate professional boundaries
  • Knowledge of PCN structure
  • Knowledge and experience of the PCN DES
  • Knowledge and experience of PCN governance
  • Knowledge and experience of managing a team
  • HR experience and knowledge (recruitment, sickness absence, grievances)
  • Understanding of financial administration, budget preparation, forecasting and monitoring of all PCN related income and expenditure.
  • Excellent verbal communication skills with the ability to communicate effectively at all levels inc. patients and carers, specialist services, GPs and colleagues.
  • Demonstrate the ability to communicate complex and sensitive information in an understandable form to a variety of audiences
  • Experience of partnership/collaborative working and of building relationships across a variety of organisations including the voluntary sector
  • Experience of using clinical systems (both EMIS and System1)
