To provide a comprehensive vehicle examination service on behalf of the service and to collate and present the findings so as to maximise their evidential value on vehicle related prosecutions.

Responsibilities

  • To employ a variety of analytical, technical and forensic methods to examine, research and establish the identities, status and histories of suspect, stolen or reconstructed vehicles using appropriate technical equipment and examination techniques in accordance with the necessary technical and quality standards.
  • To draft, assemble and prepare complex reports/files and statements of evidence, including the use of personal interviews.
  • Liaise with the CPS regarding prosecution files.
  • Liaise with staff within GMP e.g. uniform and CID officers in the course of gathering information when investigating issues and when answering queries.
  • Exercise designated powers in the obtaining and execution of search warrants and the seizure of stolen goods.
  • Liaise with ‘experts’ relevant to investigations e.g. motor insurance companies, DVLA and the differing motor companies and their research establishments.
  • To attend Civil, Crown, Magistrates, High and Coroner’s Court and present evidence in both criminal and civil proceedings as an expert witness, including the deployment of photographs or other exhibits.
  • To attend, when practicable, locations/scenes of incidents to assist in identifying or negating vehicles involved.
  • To create, conduct and present scene management packages, in relation to major vehicle related crime scenes and to accompany officers from other units and/or divisional officers on operational duties to incidents as required in order to offer technical advice and assistance.
  • To conduct and conclude vehicle related enquiries in response to national ACPO/SMMT/DVLA commitments and follow up enquiries from major motor manufacturers.
  • To provide and continuously update a relevant specialist knowledge base accessible by and to police officers, outside vehicle related agencies and other bodies, e.g. legal representatives, and to explain and counsel all persons on matters relating to vehicle examinations, providing appropriate advice and information.
  • To design and provide training in basic vehicle identification skills to police constables and traffic patrol officers and provide training sessions for probationer police constables and other relevant bodies.
  • To disseminate good practice in respect of vehicle related crime throughout the force and to arrange, attend and conduct vehicle surgeries for the purpose of vehicle examination, held at any one of the divisions within GMP.
  • To ensure that appropriate registers, records and catalogues e.g. ID marks, vehicle examinations, seized property; are correctly maintained and updated including the update, access and usage of information via national and local computer base systems.
  • To ensure the security of all workshops, premises, tools, and equipment and to ensure that all tools, equipment and protective clothing are maintained to professional standards, which also includes: computers, cameras, section motor vehicles.
  • Prepare evaluation reports on current and proposed equipment.
  • Responsible for the care and maintenance of all vehicle examination unit equipment.
  • To promote and comply with GMP's policies on health and safety both in the delivery of services and the treatment of others.
  • Comply with and promote equality legislation and GMP's policies on diversity and equality. Take steps to eliminate unlawful discrimination, advance equality of opportunity and foster good relations.
  • To fully participate in GMP’s development review process.
  • If you have responsibility for staff; to manage staff development, performance and attendance using appropriate GMP policy and procedure.
  • To comply with the requirements of GMP's policies on Drug and Alcohol testing – requirements in respect of specific posts/ roles are described in the policies which are available on the Intranet/SharePoint.
  • All staff and officers must adhere to and comply with Data Protection, Freedom of Information and Human Rights legislation and the Authorised Professional Practice (Information Management).
  • It is the responsibility of all staff and officers to maintain data quality and security. Therefore when inputting, updating and using GMP information, you are to ensure that it is Accurate, Adequate, Relevant and Timely (AART), and that it is used/disclosed for business purposes only and kept secure.
  • Supervisors and managers have the additional responsibility of ensuring that staff undertake the appropriate training and fully understand and apply the required Force policy, procedures and information/records management standards in the course of their duties.
  • Supervisors and managers should ensure that staff/officers understand their responsibilities in maintaining data quality and security and have appropriate processes in place to monitor compliance.
  • To carry out such other duties which are consistent with the nature, responsibilities and grading of the post.
