About The Team

This role sits within a small, friendly health and care partnerships sub-team within the Health Unit.

About The Role

At the Greater London Authority (GLA), we know that good health is shaped not just by healthcare, but by systems, communities and leadership. We’re looking for an experienced and politically astute policy and delivery professional to help drive forward the Mayor’s vision for a healthier, more equal London — by working hand in hand with the health and care system to shape real change. The new role is an exciting opportunity to lead key areas of our health and care partnerships work. You’ll play a central role in delivering the Mayor’s priorities — from shaping how the GLA works with the NHS and local partners, to driving forward work on NHS reforms, and London’s broader health inequalities agenda. You’ll co‑lead the GLA’s engagement with London’s Integrated Care Boards (ICBs), supporting the Mayor’s representatives and helping align health and care commissioning with Mayoral priorities. A key objective is to improve health outcomes, reduce inequalities and ensure that health and care systems support the needs of London’s diverse communities. You’ll work with senior leaders across health, local government and the community sector. Success in these roles depends on your ability to build trust, spot policy and delivery opportunities, and respond with agility to emerging priorities — often in fast-moving or politically sensitive contexts. You’ll have strong leadership skills and be able to work strategically across organisations and sectors. You’ll drive delivery and bring an astute policy brain and collaborative spirit to complex challenges. You’ll also be agile, flexible and operate well under pressure.

What Your Day Will Look Like

  • Providing strategic policy, briefing, and action‑tracking support to Mayoral representatives serving on Integrated Care Boards
  • Managing programme delivery, milestones, risks, and performance for the GLA’s ICB engagement work
  • Building and managing partnerships across the NHS, local authorities and voluntary sector organisations
  • Leading on policy surveillance and supporting mayoral policy interests in the devolution of health policy and responsibilities from national to regional and local government for London. This may include holding policy oversight of NHS reforms, the wider English devolution agenda and any proposals for future changes to the GLA legislation.

Skills, Knowledge And Experience

To be considered for the role you must meet the following essential criteria:

Technical Skills

  • A relevant degree or equivalent professional qualification or ability to demonstrate an equivalent level of knowledge and skills gained through experience.
  • A background of working in or with the NHS and wider health and care system – with demonstrable experience of London’s health and care landscape, and the outcomes of reforms.
  • Experience of working with, or alongside, the public and private sector and a good understanding of the differences in their perspectives and values.
  • Experience of project and programme management and reporting, of options appraisal and managing budgets.
  • An understanding of the health inequalities agenda, including the wider public health and social context.

Competencies

  • Building and managing relationships (level 3)
  • Communicating and influencing (level 3)
  • Strategic thinking (level 3)
  • Planning and organising (level 3)
  • Responding to pressure and change (level 3)

The GLA Competency Framework Guidelines further detailing each competency and the different level indicators can be found here: GLA Competency Framework. For this role all competencies are at level 3.
