Overview of project/role

Logistics and Manufacturing (L&M) manage a wide range of activities within Transport for London – including overhauling, manufacturing and fabricating railway points and crossings, carpentry, plant equipment and a wide range of train components including electronics, electro-mechanical and pneumatics - from wheels, brakes and motors, through radios and door motors to signalling equipment - in one of London’s largest manufacturing businesses.

We are looking for a candidate to become a key member of the L&M Quality and Compliance team to develop, track and manage staff competency training demands to ensure L&M remain compliant with statutory, regulatory and company requirements. Working collaboratively with the LU Admin team, Skills Development and local managers to provide a clear overview of training demands, booking and completion for permanent and NPL staff across all teams, enabling L&M to deliver services to meet customer demands. The job holder is also accountable for supporting initiatives to embed a commercial/safety driven culture across L&M driving financial cost-saving opportunities through the effective control and direction of our competency and assurance programme.

Key Accountabilities

  • Accountable for championing and advocating safety, commercial astuteness & competency compliance across all identified activities, role modelling TfL Values and behaviours at all times.
  • Provide key input to support the ongoing development of the L&M competence framework and record retention helping to define and implement a compliant and effectively trained workforce.
  • Driving and establishing best practice as the organisation journeys to greater operational staff competency maturity.
  • Be a key point of contact for the co-ordination of all training and competency needs across all L&M areas, supporting accountable managers in responding to these requests.
  • Responsible for engaging with LU Skills Development and Learning & Development where appropriate to escalate training related issues and explore opportunities for improvement in upskilling L&M staff.
  • Maintain positive and productive working relationships between TfL’s learning delivery partners, internal and external training providers and assessors to ensure L&M training and awareness programmes progress in accordance with requirements.
  • Collaborate with subject matter experts across TfL to centralise the L&M competency training portfolio as well as identifying new input identified by L&M Senior Managers, Central Engineering and other authorities.
  • Support the review of commissioned training to ensure value for money and shape future interventions, including monitoring the effectiveness of the training on an ongoing basis.
  • Support the delivery of assurance on training interventions to ensure legal compliance against LU & external standards.

Knowledge

  • Awareness of engineering, operational and business management requirements in a safety critical environment.
  • Awareness of core health and safety requirements across L&M Teams.
  • Awareness of how digital tools can be utilised to create effective E-Learning.
  • Good understanding of TfL's organisational requirements and how training outputs must be tailored to meet these.
  • Awareness of the importance and features of safety, quality and compliance management systems.
  • Awareness of how competency management and training can be applied in a rail and/or manufacturing environment.
  • Awareness of the content and style of training and awareness material that can be applied to different levels of experience.

Skills

  • The ability to work collaboratively to maintain and develop existing relationships with stakeholders.
  • Skills in creating documents and outputs using digital software.
  • Ability to interpret performance data and assess the best methodologies to present to the business.
  • Excellent written, verbal and presentation skills, with a proven report writing and analytical capability.
  • The ability to be an effective self-starter to be able to initiate ideas and then progress through the project delivery lifecycle.
  • Ability to work in a highly pressurised environment to tight programme requirements with consistently high-quality outputs.

Experience

  • Experience of working in a manufacturing environment (Desirable).
  • Experience with using various pieces of digital software including the Microsoft Office suite (Essential).
  • Experience using Articulate 360 software (Desirable).
  • Experience of influencing peers to ensure projects are delivered on time whilst managing conflicting priorities and schedules of those outside their immediate team.
  • Experience supporting diverse programmes and frameworks.
  • Experience in the creation of reports and creation of other written content.
